General Purpose
  • The Billings Area Soccer Referees Association
    (BASRA) is committed to providing qualified,
    professional referees and assistant referees for
    soccer matches at all levels of play in Billings,
    the State of Montana and the Surrounding region.

Fulfillment of Purpose
  • BASRA will provide ongoing training and
    evaluation of referees and referee candidates and
    encourage the highest degree of professionalism
    of its members. BASRA will actively promote the
    sport of soccer and recruit referee candidates to
    insure that sufficient referees are available for
    any league or association that requires soccer
    referee services.

Independent Review Board
  • Committees must report activities to Independent
    Review Board
  • Coordinate and facilitate interactions between
    separate committees
  • Handle any inside complaints or issues arising
    from committees
  • Handle outside complaints presented to BASRA or
    its members

  • Chairman appointed by President
  • Chairman is a part of Independent Review
    Committee (IRC), and reports on the activities
    and welfare of committee to the President and IRC
  • Chairman is responsible for performing
    committees responsibilities in a fair and
    consistent manner
  • Delegates tasks to subordinate members of
    committee and oversees their completion
  • May appoint subcommittees or individuals for each
    soccer league or association
  • Work closely with chairmen of other committees

Training
  • Chairman must be a certified instructor by USSF
  • Committee responsible for coordinating
    certification and recertification of referees for
    all soccer leagues or associations
  • Develop and conduct ongoing training for the
    members
  • Clinics
  • Individual league or association upgrades
  • Classes for specialized certification, i.e.
    assignors
  • Keep records, in coordination with secretary, of
    members certification levels or status
  • Purchase and distribution training materials
  • Levels YSA?Micro?Club?Adult?Indoor?MOA?NISOA

Mentorship
  • Chairman must be a certified assessor with USSF
  • Mentor and tutor referees in the knowledge and
    application of the laws of the game, with special
    emphasis on beginning referees
  • Promote and assist referees in advancing and
    upgrading in all leagues or associations
  • Observe and shadow referees in real game
    situations, providing feedback and instruction in
    a relevant and timely manner

Recruitment Retention
  • Ensure the referee force strength of each soccer
    league or association
  • Identify potential referees for all leagues and
    associations, both new and existing
  • Actively recruit potential referees
  • Provide methods of retaining existing referees

Assignment
  • Chairman must be a USSF certified assignor
  • Assign BASRA members and guest referees from
    other communities to league or association
    appropriate games
  • Assess assigning fees
  • Ensure fulfillment of game assignments
  • Provide proper game assignments to new and
    existing referees, based on experience and input
    from other committees
