WHAT PROJECT LITERACY OFFERS
  • General and occupational ABET
  • Does recreational still happen?
  • Formal in the main .. Aligned to NQF
  • Non formal in our management of SANLI in two
    provinces last year
  • There is room for both .
  • Different strokes for different folks

PROBLEMS
  • Effective streamlined path for programme approval
    does not exist
  • SETAs not effective with cross SETA accreditation
  • SETAs have given blanket accreditation to
    training programmes, eg. the MQA

  • Lack of consistency between UMALUSI, SETAs and
    various ETQAs
  • Accreditation is in priciple good to separate the
    good from the bad, but it has not worked to date
  • Little capacity within the ETQAs or UMALUSI to
    follow up . lack of consistency

ASSESSMENT ISSUES
  • Assessment is either through the IEB or the State
  • YET some SETAs, in contravention of their own
    rules, use UNISA
  • Others simply accredit training through spurious
    means, e.g. the mining houses
  • We need national standardised outcomes for the
    fundamentals especially

CHALLENGES AND QUESTIONS
  • No unit standards for lower level ABET, yet SETAs
    place these into learning programmes and then
    assess against what?
  • We urgently need support and funding for learners
    battling with fundamentals at NQF1

  • Things we hear all the time . Pre ABET (???) and
    ABET Level 5
  • Cost of assessment a challenge
  • IEB will assess anything but only with the
    correct numbers
  • Difficult to register private learners through
    State centres
  • What about limited ability of providers to assess
    learners at lower levels

  • How valuable is the GETC?
  • Maybe fundamentals are enough to enable further
    workplace learning?
  • Programme approval is given by technicians who
    lack subject knowledge
  • The sector needs a torch bearer for standards,
    norms and the ability to disqualify providers
