WHAT IS IT?
  • An initiative from the Treasury to
  • boost business competitiveness
  • support 16-17 year olds in JWT
  • develop workplace skills

CONTEXT
  • Chancellors Budget speech 2005
  • Unleashing the potential of every individual
    in the country is key to the economic success of
    the whole country. But with global competition it
    is essential and with the financial support I am
    offering our goal should now be that children not
    only start education at 3 but continue in
    education or training until 18.  
  • Not 11 years of learning as in the past but 15
    years.
