History of JOBMASTER
  • Three-mile island nuclear accident
  • Competency based training
  • Move to manufacturing plants

4
THREE-MILE ISLAND NUCLEAR PLANT
5
  • The Three Mile Island accident of 1979 was a
partial core meltdown in Unit 2, near Harrisburg
PA. It was the most significant accident in the
history of the American commercial nuclear power
    generating industry.

6
The accident began at 400 A.M.
on Wednesday, March 28, 1979, with failures in
the non-nuclear secondary system, followed by a
stuck-open pilot-operated relief valve in the
primary system, which allowed large amounts of
reactor coolant to escape.
7
  • The mechanical failures were compounded by the
initial failure of plant operators to recognize
the situation as a loss of coolant accident due
to inadequate training and poor maintenance.

8
On March 20, 1985, the NRC issued a "Commission
Policy Statement on Training and Qualifications
of Nuclear Power Plant Personnel" (50 FR 11147).
The policy statement provided guidance on
qualification programs and on a systems approach
to training at commercial nuclear power plants.
The policy statement also "endorses the
INPO-managed Training Accreditation Program in
that it encompasses the elements of
performance-based training and will provide the
basis to ensure that personnel have
qualifications commensurate with the performance
requirements of their jobs."
9
DEVELOPED TRAINING FOR 8 NUCLEAR REACTORS IN THE
UNITED STATES
  • NUCLEAR PLANT OPERATORS
  • HEALTH PHYSICS TECHNICIANS
  • ELECTRICAL MAINTENANCE
  • MECHANICAL MAINTENANCE
  • INSTRUMENT CONTROL

IN 1986 MARKETING STRATEGY CHANGEDTOMANUFACTURIN
G
11
AMERICAN MANUFACTURERS NEEDED TRAINING
  • NO CURRENT TRAINING PROGRAM IN PLACE
  • NO ACTIVE APPRENTICE TRAINING
  • NEW HI-TECH EQUIPMENT BEING INSTALLED
  • LO-TECH EMPLOYEES
  • OLD RETIRING WORKFORCE
  • HIGH EMPLOYEE TURNOVER
  • HIGH SCRAP RATES
  • LOW THROUGHPUT
  • POOR PRODUCT QUALITY

12
COMPETENCY BASED TRAININGA.K.A.
  • SYSTEMS APPROACH TO TRAINING
  • CRITERION REFERENCED INSTRUCTION
  • SKILL BASED TRAINING
  • PERFORMANCE BASED TRAINING
  • INSTRUCTIONAL SYSTEMS DESIGN
  • OBJECTIVE REFERENCED INSTRUCTION

13
5 STEP PROCESS
  • ANALYSIS
  • DESIGN
  • DEVELOPMENT
  • IMPLEMENTATION
  • EVALUATION

14
ANALYSIS
  • JOB
  • TASK

15
JOB ANALYSIS
  • JOB consists of 2 or more duties
  • DUTY a group of closely related tasks

16
EXAMPLES
  • JOB AUTO MECHANIC
  • DUTY FUEL SYSTEM DUTY IGNITION SYSTEM
  • TASKS TASKS
  • 1. Replace fuel injector 1. Replace
    spark plugs
  • 2. Overhaul fuel pump 2. Replace
    ignition wiring
  • 3. Check system for leaks
    3. Test ignition system
  • 4. Service fuel filter 4.
    Verify firing order
  • DUTY ELECTRICAL SYSTEM DUTY
    TRANSMISSION

17
RATING THE TASKS
  • TASK DIMENSIONS
  • Difficulty
  • Time Spent
  • Criticality
  • Quality
  • Frequency
  • Result is a calculated Training Priority value

18
IN THE PAST 20 YEARS WE HAVE ANALYZED OVER 10,000
PLANT OPERATING AND MAINTENANCE TASKS
  • BOEING
  • CATERPILLAR
  • CHICAGO EXTRUDED METALS
  • CHRYSLER
  • DOW CHEMICAL
  • DUPONT
  • DURACELL
  • FORD MOTOR COMPANY
  • GENERAL MOTORS
  • OTHER FORTUNE 100 COMPANIES

19
OUR RESEARCH, USING OUR DATA BASE OF ANALYZED
TASKS, HAS DETERMINED THAT THERE ARE ABOUT 1000
MAINTENANCE TASKS THAT ARE GENERIC ACROSS THE
PLANTS IN AMERICATHESE TASKS FORM THE BASE FROM
WHICH JOBMASTER TRAINING SYSTEMS HAS EVOLVED
20
THE JOBMASTER ADVANTAGE
  • JOB TASKS ARE TRACEABLE TO INDUSTRY
  • TASK COMPETENCY STANDARDS FROM PLANT FLOOR
  • PROCEDURES VALIDATED BY JOB INCUMBENTS
  • STANDARD INDUSTRY RATED COMPONENTS
  • SAFETY PRACTICES MEET O.S.H.A. STANDARDS
  • WIRING PRACTICES MEET INDUSTRIAL STANDARDS
  • INSTALLATION PRACTICES MEET PLANT STANDARDS
  • TRAINING EQUIPMENT IS PORTABLE FLEXIBLE
  • TRAINING HARDWARE IS EASY TO UPDATE
  • JOBMASTER TRAINING PROGRAM IS SUSTAINABLE
  • JOBMASTER TRAINING PROGRAMS ARE ONLINE
