- The Government initiated an exercise to formulate
an ICT Strategic Plan for the Public Sector in
May 2003. The Plan is intended to be the
blueprint to achieve the Governments ICT vision
objectives
- To provide efficient and quality services
electronically towards achieving Vision 2020 - To leverage on ICT and multimedia to achieve
higher productivity in the Public Sector and - To facilitate the sharing of resources among
government agencies through a secured
telecommunications network and common standards.

A consultative process was taken to involve key
stakeholders
- Reviewed vision, mission policy documents and
statements - Conducted interviews with senior government
officers - Conducted ICT environment survey
- Reviewed selected ISP documents

- Where are we now?
- The Public Sector ISP has been presented to the
Government IT and Internet Committee (GITIC) and
is planned to be launched by YBhg. Tan Sri KSN
during CIO Conference on 21-22 August 2003.
The Malaysian Public Sector ICT Strategic Plan
includes
7ICT Opportunities for the Public Sector
- The Public Sector ISP recommends a number of
initiatives that the Government should implement
over the next period of 3 to 5 years. - However, there are challenges and constraints
- There are limitless number of possible new ICT
initiatives - There are limited resources
- There are many stakeholders
- It is not a green field

- Due to constraints in time and resources, the
Government has to ensure that the selected set of
ICT initiatives must meet the following criteria - Support the goals and vision of the Malaysian
Government - Support the ICT vision of the Public Sector
- Address current business and ICT challenges
- Incorporate leading international practices
- Leverage of existing systems and infrastructure

17Possible Implications of Public Sector ISP on
State Governments
- YBhg Tan Sri KSN will launch the Malaysian Public
Sector ISP during CIO Conference. States may want
to revisit their own ISPs and see how they can
realign their ICT initiatives towards the Public
Sector ISP. - Public Sector ISP focuses on delivering
integrated services (information and transaction)
to our Customers. This would require cross agency
initiatives. Do we have any? Are they being
planned? - Multi-channel access delivery Internet,
telephone, mobile devices, over the counter, etc.
What are the more appropriate channels to give
access to our Customers? - How can existing initiatives be enhanced to
support the Public Sector ISP? Do we need to
identify new initiatives?
