2Purpose
- Review important VHSL policies and information
- Explain this years rule changes

3Clinic Attendance
- Each school must be represented by one wrestling
coach - Officials must attend each year to be eligible
for varsity and post-season consideration
4Penalties for Non-Attendance
- Coach
- Letter to principal
- 50 fine
- Head coach must take NFHS wrestling rules exam
- Official
- 1 year cannot work varsity wrestling
5NEW Clinic Make-up
- Coaches or officials who are unable, due to
extreme or unusual circumstances, to attend one
of the VHSL Rules Clinics, MAY be given an
opportunity to meet the clinic requirement by
viewing the PowerPoint presentation online.
6Clinic Make-up Request Procedure
- The request for an official must come from a VHSL
Principal or his/her designee. - The request for a coach must come from his/her
Principal/AD. - Requests must be in writing (email is OK).
- Past clinic attendance and present circumstances
along with any additional pertinent information
will be considered in the decision to grant or
deny the request.
7Rules Clinic Make-up Requirements
- If the request is granted
- The coach/official must pay a 25 administrative
fee to VHSL in order to receive credit for
attendance. - The requesting school/association must verify
that the official/coach did in fact view the
presentation. - The coach must take the online exam.

12Contest Limitations
- Regular season contests . . . . 12
- No wrestler may exceed 12
- No team may exceed 12
- Wrestlers are limited to 5 matches per day
- Local restrictions may apply
13Pre-Season Conditioning
- Must be open to entire student body
- May include weight training and/or running
- Cannot be sport-specific
14EXAM REQUIREMENT
- All wrestling officials must take and pass the
exam to be eligible to work VHSL matches. - Minimum score of 70 for regular season
eligibility - Minimum score of 80 for post season eligibility
- Wrestling coaches who miss the rules clinic must
take the exam
15ONLINE EXAM
- Exam will be taken online -- exams.nfhs.org
- VHSL will provide a link to the NFHS site from
the Wrestling landing page of the VHSL web site. - NO PAPER COPIES OF THE EXAM WILL BE ISSUED.
16TESTING DATES
- Exam opens on Nov. 1, 2009
- Exams completed by Nov. 22, 2009 no fee
- Officials have 3 weeks to complete the exam
requirement - This provides our staff with time to process
results from the NFHS and send information to
commissioners in time to make any necessary
adjustments to assignments
17LATE FEES
- Exams completed after Nov. 22, but before Nov. 30
- 50.00 fee must be paid to VHSL before credit
will be given - Exams completed after Nov. 29 but before Dec. 7 -
75.00 fee must be paid to VHSL before credit
will be given - After Dec. 6 - 100.00 payment must be received
before credit will be given
18EXAM CLOSES
- Exam will close on Jan. 31, 2010
- Officials who have not completed the exam
requirement may NOT be assigned to VHSL contests.
19VHSL ID REQUIRED
- Officials must have a VHSL ID to take the exam
- Officials should have only ONE VHSL ID,
regardless of the number of sports you officiate. - If you do not have a VHSL ID, contact your
association commissioner. - Registration fees must be paid prior to receiving
a VHSL ID.

- If you took ANY NFHS/VHSL exam online last year,
you already have an exam website username and
password. - Bring up exams.nfhs.org and sign in.
- Wrestling landing page on VHSL website will have
a link to the exam site.

- 100 True/False questions
- Order of the questions is random
- No two tests will be alike
- If you need to re-take the exam (because you
failed on your first attempt), the questions will
appear in a different order.

- Officials who score less than 80 may take the
exam a second time - No additional attempts will be permitted
- Do NOT attempt the exam until you are prepared to
take it. - Officials who score 80 or higher on their first
attempt are not permitted a second try.

- More and more VHSL schools are realizing that
sportsmanship is an issue that needs to be
addressed - VHSL has established sportsmanship guidelines for
championship events, and has encouraged schools
to adopt the same or similar guidelines for

- Good sportsmanship is simply having RESPECT for
oneself, for others, and for the sport.

- Officials you are the protectors of the
sport. - NEVER engage a spectator not before, not
during, not after a meet - NEVER bait a coach or participant
- ALWAYS behave in a professional manner
- You are always an official, whether you are in
the grocery store or a spectator at your childs
wrestling meet behave like one.
43Sportsmanship
- ALWAYS show respect for wrestlers, coaches and
administrators. - If you have an attitude about a coach or team,
dont do their matches. - If a question is asked in a respectful manner, it
deserves an answer. - What you permit, you promote.
- The meet is about the student athletes.

- All questions regarding VHSL regulations should
be directed to VHSL office not to contest
officials - Wrestling officials do not determine the number
of matches a wrestler will miss if he/she is
ejected.

- ALL ejections must be reported to VHSL office
- Sportsmanship incidents must be reported to the
VHSL office

Each state high school association adopting
these NFHS wrestling rules is the sole and
exclusive source of binding rules interpretations
for contests involving its member schools. Any
person having questions about the interpretation
of NFHS wrestling rules should contact the
wrestling rules interpreter designated by his or
her state high school association. The NFHS
is the sole and exclusive source of model
interpretations of NFHS wrestling rules. State
rules interpreters may contact the NFHS for model
wrestling rules interpretations. No other model
wrestling rules interpretations should be
considered.

- Rule 1-2-2
- No wrestler shall represent the school in
more than one weight class in any meet or compete
in more than five matches (championship or
consolation), including forfeits in any one day. - Rule 1-2-3
- No contestant shall wrestle in two
consecutive matches with less than a 45-minute
rest between them. The conclusion time of each
match shall be recorded. - Rule 1-2-4
- A contestant shall not accept a forfeit in
one weight class and compete in another class.
75Team Benches
NFHS Rule 2-2-1 For dual meets, all team
personnel, including coaches, other than actual
participating contestants shall be restricted to
an area which is at least 10 feet from the edge
of the mat and the scorers table, where
facilities permit.
76Team Benches
NFHS Rule 2-2-2 During tournament competition,
a maximum of two team personnel (coaches and/or
non-participating contestants) will be permitted
on chairs at the edge of the mat. It is
permissible to allow coaches on the corner of the
mat in a restricted zone. In tournaments where
coaches are permitted on the corner of the mat,
the restricted zone shall be defined by either a
contrasting line marked on the mat with paint or
tape or a contrasting colored surface under the
chairs. The restricted zone shall be no closer
than 5 feet to the edge of the circle. Coaches
shall be seated at least 10 feet from the
scorers table, where facilities permit.
77Conduct of Coaches, Team Personnel and Others
NFHS Rule 7-5-2 Coaches and other team
personnel are restricted to the bench/chairs
while the clock is running and during normal out
of bounds and resumption of wrestling. The coach
may move towards the mat only during a charged
time-out or at the end of the match. (See Rule
2-2)
78Conduct of Coaches, Team Personnel and Others
NFHS Rule 7-5-3 Unsportsmanlike conduct is
called on coaches or other team personnel who
violate the bench decorum rule (7-5-2).

- Wrestling Weight Control Program
84Responsibility
- The VHSL Wrestling Weight Control Program (WCP)
is the responsibility of the school Principal or
their designee. - The individual who oversees the WCP program in
the school should have a reasonable knowledge of
the program. - Information on the VHSL WCP can be accessed on
the VHSL website www.vhsl.org under
athletics-wrestling-weight control program.
85What Part Do Wrestling Officials Play in WCP
- Wrestling Officials may be called upon to verify
conversations and order of events surrounding the
WCP issues at a specific event. - Wrestling Officials ARE NOT responsible for
- explaining the WCP to coaches or athletic
administration. - oversight of the WCP at an event.
86New for 2009-2010 Regarding WCP
- W-1 forms must be completed for each match (all 7
columns) by the Principal or their designee. - The VHSL office will be randomly requesting, for
review, the required weight charts from member
schools throughout the wrestling season.

- Officials may purchase through association

- Admittance to ALL VHSL state tournament level
events in all sports.
