• Kent has opted for management at cluster level
• Local cluster boards will manage the scheme, as
  agreed by schools
• Collaboration, sharing of expertise principles
  of LEA reorganisation
• Leading Teachers to deliver the programme,
  supported by Hands on Support Consultants

• Four consultants for two years, agreed by
  Standards Fund committee
• Summer 2004 clusters agree model which best
  meets local needs
• Hands on Support consultants to work with
  clusters in promoting and developing the
  programme. Cluster boards to negotiate
  deployment and release of Leading Teachers

• Ensure schools undertake preliminary audit to
  identify staff who will benefit from Hands on
  Support
• Co-ordinate with clusters to ensure widest
  participation
• Share good practice between clusters
• Facilitate cluster meetings to discuss common
  issues

• Training and support for the Leading Teachers
• Assist in the training process where required
• Help trainers adapt resources for different
  software/networking arrangements
• Work with National Strategy consultants to
  develop ICT in subject teaching

• Hands on Support must address classroom
  management, organisation and differentiation
• Leading Teachers will model teaching
• Joint planning, evaluation and feedback are
  features
• Leading Teacher remains in contact, being
  there for the teacher

• ELCs there is a critical need for advice. Hands
  on Support will promote awareness. Stimulate eLC
  expenditure through the Hands on Support
  programme
• Impact must be sustainable consultants will
  follow up, eg embedding ICT in planning for
  subjects
