Background of Standard

• The committee (FP-017) started in the late 1980s
  as an insurance industry initiative.
• Standard established in 1991 to provide a basis
  for the Community to provide Emergency Procedures
  for Workplaces described as buildings.
• Revisions published in 1995 and 2002.
• Standard recognises the reality that emergencies
  in buildings goes far beyond the fire emergency
  and should be applied to reflect this situation.
• Procedures have moved with times dealing with new
  threats to the Community as they emerge e.g. bomb
  threats, white powder.
• AS3745-2002 refers to other Standards e.g. AS
  4083 Planning for Emergencies Health Care
  Facilities to ensure responses to emergency risks
  are covered in all aspects of the community.

• Provides procedure and training guidelines that
  support the principles of OHS and BCP
  (Business Continuity Planning).
• Reminds those responsible and accountable for
  EM that training of ALL building occupants is
  a fundamental requirement for the appropriate
  standard in community safety at large, and that
  business resilience has EM at its core.

• SCOPE
• This Standard sets out the requirements for the
  development of procedures for the controlled
  evacuation of building, structures and
  workplaces during emergencies.
• The Standard also establishes guidelines for
• appointment of the emergency planning committee
  (EPC)
• setting up of an emergency control organization
  (ECO)
• preparation of emergency plans and procedures
• role and authority of ECO personnel while
  executing their duties and
• requirements of an education and training
  program.
• The standard covers emergency situations until
  the appropriate emergency service arrives to
  take control, at which time, the ECO will work
  in conjunction with that service.

Calls to action

• Building owners employers should consider the
  value of
• Integrated emergency and security risk
  management audits and strategic planning.
• Developing realistic EM covering the range of
  terrorist and other criminal threats as part
  of audit and planning framework.
• Go beyond the use of generic shallow EM plans
  and address the real vulnerability issues with
  credible plans and appropriate resourcing for
  each location.
• Engage EM consultants via properly constructed
  specification.
• Better understanding the differential risk
  nature of their environment e.g. tenants or
  staff working alone at 2am, or the child care
  centre within their building.
• Better EM liaison and planning with other
  stakeholders in their neighbourhood.
