Second T-Funding consultationKey messages and
headlines
Sean Mackney Head of Learning and Teaching
3
Why are we reviewing the T-funding method?
  • A change in the balance of funding that supports
    HE
  • A more strategic approach to funding - both now
    and in the future
  • A need to effectively recognise and support a
    diverse and changing sector
  • Issues raised by SQW Ltd

4
What is this consultation about?
  • Targeted allocations
  • Recognising flexible study patterns
  • Further development of TRAC(T)

5
From premiums to targeted allocations
  • In 2008-09, we will replace the premiums with
    targeted allocations
  • These are streams of recurrent funding that
contribute to the additional costs of important
    features of higher education
  • They fall within the block grant but outside the
    tolerance band

6
The new system of targeted allocation
  • Variable Part-time
  • Foundation degree
  • Widening participation
  • Accelerated and intensive
  • Fixed Old and historic buildings
  • Other London weighting
  • Small and specialist (under review)

7
Recognising flexible study patterns
  • We want to help enable students to study flexibly
  • We propose to count the volume completed by
students who complete something less than their
    initial study intentions
  • There is no new funding for this initiative
redistribution of funding will be controlled by
    the tolerance band

8
TRAC(T) and sustainable teaching
  • TRAC(T) the method that we have developed with
the sector to understand the costs of teaching
  • We want to use TRAC(T) to find out the total
    costs of sustainable teaching
  • Sustainable teaching excellent, efficient and
funded to maintain these qualities in the long
    term
  • We propose to approach this question in the
    short-term by benchmarking actual costs

9
Some questions
  • Do you agree with our proposals for each
    individual targeted allocation?
  • Have we found the best way to support flexible
    study patterns?
  • Will benchmarking help us understand the costs of
    sustainable teaching?
