2CPAIS Personal Property Background
- Upon completion of the implementation of CPAIS
Real Property, a Business Cost Analysis (BCA) was
conducted to determine the best solution for
personal property. - Results of the BCA supported implementing CPAIS
for a personal property module. - CPAIS-PP will be USDAs corporate system of
record, tracking and managing all USDA personal
property to include inventory of capitalized and
accountable/sensitive property, vehicles owned or
commercially leased, software and aircraft.

- CPAIS-PP will interface with the USDA Financial
System of record. - CPAIS-PP will replace the present PMIS/PROP
system.
4USDA PMIS/PROPPersonal Property Profile
- PROP system currently has more than 185,000
active records. - PROP system currently has 3.75b (original
acquisition cost) of property. - Property types range from your standard
- Copiers, trucks, semis, mini vans, forklifts,
printers, laptops, microscopes, centrifuges,
software, rifles, shotguns - to
- Dart guns, stun guns, submachine guns, fish
tagging units, biological incubators, cryotanks,
genetic analyzers, mobile homes, tractors,
snowmobiles, golf carts
5Why Do We Need CPAIS?
- Retires the antiquated PMIS/PROP system.
- Replaces PROP with a web based, more user
friendly, state-of-the-art system. - Will provide separation of duties between the
accounting and property personnel (A-123). - Personal property is a major element in
sustaining a clean audit opinion. - Standardizes USDAs approach to personal property
and provides the capability to manage at a
corporate and agency level.

- Addresses security and continuity of operations
issues i.e. What do we have, where assets are
located, who owns it, what condition the asset is
in.

8CPAIS Personal PropertyWhat Has Been Done?
- Agency kick-off meeting was held in September
2004. - Completed As Is and To Be model in February
2005. - Requirements document developed and sent to
agencies for comment. - Due to Hurricane Katrina and required real
property data changes, development of the
personal property module was put on hold. - Restarted project in FY 07 with an anticipated
operational date of July 01, 2008.

- Requirements document sent to agencies for
revalidation (March 14, 2007). - OPPM and ACFO met with Agencies to address
comments received (April 2007). - Training working group established.
- Agency certification of the requirements (May
2007).
10CPAIS Personal PropertyNew Features/Enhancements
- Auto Choice Interface Auto Choice is the system
used to purchase motor vehicles through GSA - Agency will no longer have to enter motor vehicle
acquisition manually. - Enhanced data eliminates human error.
- Work In Progress currently this capability is
not available to PROP users - This will provide for better accounting data for
long-term projects. - Enhanced accountability controls.
- Actions affecting accounting and the General
Ledger will have to go through an approval
process before modifications can be made to the
CPAIS record.
