- Feb, 1997 established as a non-governmental
organization to fund capital for research at
not-for-profit, non-government,
research-performing institutions. - 3.8 billion in total funding 510M in 2008
budget for LEF/NIF - Mandate to fund 40 of eligible costs of
research infrastructure

- Institutions apply in the context of an
institutional Strategic Research Plan

- Quality of research and need for infrastructure
- Contribution to strengthening the capacity for
innovation at universities - Potential benefits to Canada
- Leverage 40 from CFI with 60 from Institutions
and their partners

8Leaders Opportunity Fund (LOF)
- Infrastructure fund created in June 2005 formerly
called New Opportunities - Designed to assist universities to attract
excellent faculty to Canadian universities as
well as retain leading researchers for Canada.
9Leaders Opportunity Fund
- Two categories for LOF requests -
- ATTRACTION (appointment within 24 months of the
CFI submission deadline). All are eligible to
submit a proposal. - RETENTION (all others). Retention candidates
should contact the head of their department to
discuss submitting an LOF proposal to CFI.
10Leaders Opportunity Fund
- To date far 26.2 M awarded to 192 UBC
researchers under the LOF program (including the
former New Ops) - A further 17.6 M remains to be allocated
between now and 2010

- 10.2M the remaining funds were allocated for
Faculty Retention and Major Recruiting
Initiatives, outside of the normal recruiting
of junior faculty - Funds are available to the Deans, AVPs, and
Principals. - Deans, AVPs, and Principals make decision on
allocation of these funds.
12Leaders Opportunity Fund - Attraction Category
- Two stages
- 1) UBC Internal Competition every eight months
- December 23, 2008 (for February 15, 2009
deadline at CFI) - August 25, 2009 (for October 15, 2008 deadline
at CFI) - 2) External review - Applications recommended by
the UBC internal committee sent to CFI after
content revisions for review.

15How many applicants on a single request?
- The LOF is intended to serve the infrastructure
needs of individual faculty, or groups of up to
three faculty members where there is a need to
share infrastructure. - Not intended to serve the infrastructure needs of
larger groups, centres, departments, or
institutions. Other CFI funding programs used for
these.

- Quality of the research and need for the
infrastructure - Contribution to strengthening the capacity for
innovation at the university - Collaborations and
Strategic Plan - Potential benefits to Canada
17Assessment criteria?
- The focus of the assessment will be the
candidate(s), as opposed to the other users or
collaborators in the research process. - Proposals therefore must clearly describe the
- qualifications and experience of the candidate(s)
- why requested infrastructure is essential to
carry out the proposed research.

24What are CFI awardees responsibilities?
- Understand CFIs very rigorous spending rules.
- Identify source(s) of matching funds (20).
- Update budget upon confirmation of funding.
- Follow budget or request pre-approval from CFI if
variations occur. - Implement infrastructure on a timely basis.
- Assist CFI Office in financial reporting process.
- Project Progress Reports.
