- Project MMX for 2010 is an initiative of the
National Executive Committee (NEC) of AKP and is
expected to be a broad-based community program
for the evangelization of politics. - The Philippines with 7,100 islands is composed
of 136 Cities and 1,494 Municipalities and yet
only 500 political families control the country

Politics must change down to this level - The strength of grassroots good governance is the
foundation for the renewing culture towards
Principled based politics - We have a good model in Councilor JC delos Reyes
and we need more models

party -- you have to be the engine yourselves
you have to be the alternative. You have to be
drivers at the start, and show everyone you can
get somewhere. That's the test of all new

- A credible political turnaround plan at the
lowest partisan level i.e. councilor district - The enthusiastic participation of the young and
homegrown candidates and grassroots supporters - A well managed training and local immersion phase
for the turnaround team - An interesting ongoing story for each MMX
candidate and the overall plan progression - A sufficient and timely funding and partnering
support
5Objectives of MMX
- To identify, train and field at least 10 to 20
of the 17,000 possible councilors elected
positions. Multi sector groups will be invited to
partner and identify potential MMX candidates. - To establish an MMX partner base where expertise
and know how is specially contributed and
earmarked. - To provide the educational component needed to
prepare and sustain the values and know how of a
public servant and his family. - -The Ateneo School of Government as a
partner has confirmed its support to MMX. - - Other leadership training institutes
nationwide are being identified. Two hundred
strategically located training venues in the
highest populated cities and municipalities are
being identified. - - MMX training the trainors program will be
developed and executed by end 2008 for the MMX
classroom and practical field work to start early
2009. - -ideally the MMX candidates and trainors
must be maximum 2 hours away from their normal
base. - -since many MMX candidates/trainors/supporte
r are working the sessions will be adjusted as
needed. - These younger college educated councilors will
further improve the overall level of younger,
idealistic and academically trained candidates
for all political positions starting 2010 - - at minimum 50 batting average we must
enlist at least 4020 potential councilors to end
up with at least 2010 winners. - -we will target key cities where a complete
slate will be fielded e.g. Metro Manila Cities,
Metro Cebu towns and cities, - -we will only field home grown young and
willing Filipino citizens, female or male, who
shall be at least 25 years old but not over 40
years old by January 2009 -

- The program will try to establish a new
national political culture - -that candidates must not spend in funding
the election costs as it is enough that they
sacrifice their time and talents, and risk their
life - -that their constituent donors take the
burden of sharing personal funds, talents, time,
networking for other resources. - - that a friendly network of Ang Kapatiran
volunteers would support the MMX candidates from
start to finish. This includes their family. - To establish the Ang Kapatiran Partys base of
young members, supporters, and public servants
thus making it known as a principled youth driven
party - Become the serious challenger to break the
bondages between political dynasties, patronage
and personality politics and the barangay base - The return of principle based politics with solid
platforms and servant leadership

- July-Sept 2008 establish partners e.g. training
institutes for content, training, the trainors
and training venues. - - Identify partners for logistical training
needs e.g. hardware/software - - Seek more partners,sponsors and donors in
kind and/or cash for other pre-launch expenses - Aug Nov 2008 prepare communications plan to
targeted partners - - start a national and International call for
MMX volunteer base coming from strategic areas
e.g. people organizations/NGOs, etc - - establish an MMX backroom
- Identify and organize Media and Communication
Partners - Sept-Oct the NEC will complete MMX planning until
2010 and present plans to its partners.

- Jan-June 2009 conduct training programs in
nationwide venues - - evaluate and prune candidates as training
and immersion progresses - Establish AKP local chapters where candidates
will run supported with volunteers to produce a
case study for elections

12Who is JC delos Reyes?
- Who is JC delos Reyes? Among 27 national and
local candidates fielded by Ang Kapatiran to run
in the 2007 elections, only one candidate made
it. His name is John Carlos G. de los Reyes,
better known as JC. The only non-Lakas member
who won a seat in the Olongapo City Council, he
placed second among ten slots. - Who is JC? What kind of person is he? Born
February 14, 1970, married to Dunia Valenzuela
with three children, Gabriel 8, Santiago 5 and
Barbara 3. - He studied in Ateneo de Manila for his elementary
education, and graduated in De la Salle for high
school. He finished his B.A. in Theology from the
Franciscan University of Steubenville, said to be
one of the most orthodox Catholic Universities in
America. - In late 1993 he taught Philosophy at the then
Center for Research and Communication, now the
University of Asia and the Pacific and was under
the tutelage of Fr. Joseph de Torre, a Spanish
priest of the Holy Cross who wrote extensively on
the social teachings of the Church. - In 1995, due to a vacancy in the Nacionalista
Party line-up, he was invited to run and was
elected City Councilor of Olongapo.
13Can we not have more JCs??
- During his term, he focused on the poor, the
youth and cooperatives. In 1999 he finished his
post-graduate studies in Public Administration
from the University of the Philippines and
proceeded to study law, finishing his degree in
2005. A year later, he was appointed City
Councilor of Olongapo, back in the public eye to
continue his mission -- social renewal and
reconstruction. - The organizations he helped propagate as an
active member were the National Renewal Movement
which spearheaded the move to campaign for
Aquilino Pimentel Jr. in 1998 and Ang Kapatiran
or the Alliance for the Common Good, a registered
political party that seeks to promote the Social
Teachings of the Catholic Church in government. - At present, he is national animator of
Solidarity Philippines, a movement to
pro-actively advance the Social Justice Agenda of
the Church, and Executive-director of Breaking
the Yoke of Poverty Foundation whose project is
Jubilee homes for the Poor. - His passion and vision is to unceasingly work to
fight and defeat massive, enslaving poverty, a
mission to be accomplished not only (but
especially) in Olongapo but in the whole country.
- At a recollection for party officials with Fr.
Manoling Francisco, SJ, last July 21st at the
Club Filipino, JC submitted himself to the party
and promised to uphold the principles and
platform that the party stands for. - In turn, Ang Kapatiran has pledged to support JC
in his fight for peace and justice in our
society.
14If a hundred parishes can host thriving
chapters, of maybe 50 to 100 members each, by
January 2010, Kapatiran may yet reach critical
mass in time to make a difference in the May

15To establish a network of Ang Kapatiran
volunteers that would support the MMX candidates
from start to finish
- The homegrown MMX candidate will start with a
group of kababata peer group as their initial
volunteers. - From the peer group a base of MMX volunteers and
supporters will evolve. - The kababata peer group will be trained and also
undergo immersion in the district where their MMX
candidate will run.The training needs for this
group will be developed as well.

party(K2)
- Kabataan Kapatiran (K2) will be established by
each MMX candidate in his district thus forming
the AKP Chapter. - Other members,volunteers and supporters shall
form as teams e.g. voters education,voters
registration,communications,research,fundraisingpo
ll duty,etc - Metro Manila or urban based volunteers will
organized to support MMX candidates who have
inadequate local support.This may come from young
adult professionals,as a team who desire to adopt
an MMX candidate.Basic training will also be
provided.
17Sponsors and Donors
- A funding plan will be established for each MMX
candidate that has qualified - This funding plan together with the MMX primer
will entice sponsors and donors to pledge their
support in terms of time,talent,and treasure to a
specific area of interest or broad base support. - By end September a funding tree will be
available.By end December 2008 all of the
training funding should be available. - AKP will invite external auditors to monitor and
report status of the MMX program until the
program has been officially ended by the AKP
National Executive Council.
18Areas which will require Sponsors and Donors
- The MMX program is viable because it will be
supported by the community that will have a
direct benefit of good governance - -the national impact of at least 2010 MMX
councilors will trickle up and influence
traditional politics. - -If we have MMX candidates who may not get
elected we would still have planted the seeds for
young leaders who would be primed to get involved
in good governance advocacies. - The estimated cash out inside the funding tree
is as follows - - backroom Php 1 M (from AKP)
- -training Php 210 M (Php 50,000/MMX)trainors
and trainees/volunteers out of pocket - -election Php 210 M (Php 50,000/MMX)
- Advertising support for house to house/street
level is for 150,000 AKP fliers and 10,000 AKP
plastic banners
19MMX Financial Governance
- The National Executive Council (NEC) shall
account for all the resources that had been
donated by its partners,sponsors,donors and
supporters - In addition to the reportorial requirements of
the Commission on Elections the NEC will invite
independent accountancy firms to provide an
independent audit of the sources and uses of
funds of the MMX program - The NEC shall undertake that its fund for the MMX
shall be for the exclusive use of the program.
20Communications and Media Partners of MMX
- The MMX program shall include partners from
national and regional media companies and
communications groups and advocacies - The overall communications plan of MMX shall be
in support of the key message breaking the yoke
of corruption thru the evangelization of politics
breaks the yoke of hopelessness and poverty
