2 TG3c 9th Meeting, Melbourne Opening Introduction
September 19, 2006
3PAR TG3c Title
- Millimeter-wave based Alternative Physical
Layer Extension for IEEE Standard 802.15.3-2003
titled Part 15 Wireless Medium Access Control
(MAC) and Physical Layer (PHY) Specifications for
High Rate Personal Area Networks (WPANs)
http//standards.ieee.org/board/nes/projects/802-1
5-3c.pdf
4PAR TG3c Scope
- This project will define a 25 to 100 GHz
(millimeter wave) alternative PHY clause for
higher data rate amendment to Standard
802.15.3-2003. This frequency range allows for
the USA and Japanese unlicensed allocations and
expected unlicensed allocations in other
countries. Data rates will be at least 1 Gbps
under normal operating conditions with a typical
range no less than 10meters
5PAR TG3c Purpose
- The purpose is to standardize an alternative PHY
that can achieve higher data rate transmission,
higher spectral re-use via optional directional
antennas, and superior coexistence than existing
802.15.3 wireless system. Multiple data rates
will be offered. Data rates of at least 1 Gbps,
will satisfy an evolutionary set of consumer
multi-media industry needs for WPAN
communications. -
- Additional Explanatory Notes (Excerpted)
- High data rates of more than 2Gbps will be
required for simultaneous time dependent
applications such as multiple HDTV video streams
without sacrificing the requirements for low
complexity and low power consumption
6IEEE-SA Standards Board Bylaws on Patents in
Standards
- 6. Patents
- IEEE standards may include the known use of
essential patents and patent applications
provided the IEEE receives assurance from the
patent holder or applicant with respect to
patents whose infringement is, or in the case of
patent applications, potential future
infringement the applicant asserts will be,
unavoidable in a compliant implementation of
either mandatory or optional portions of the
standard essential patents. This assurance
shall be provided without coercion and prior to
approval of the standard (or reaffirmation when a
patent or patent application becomes known after
initial approval of the standard). This assurance
shall be a letter that is in the form of either - a) A general disclaimer to the effect that the
patentee will not enforce any of its present or
future patent(s) whose use would be required to
implement either mandatory or optional portions
of the proposed IEEE standard against any person
or entity complying with the standard or - b) A statement that a license for such
implementation will be made available without
compensation or under reasonable rates, with
reasonable terms and conditions that are
demonstrably free of any unfair discrimination. - This assurance shall apply, at a minimum, from
the date of the standard's approval to the date
of the standard's withdrawal and is irrevocable
during that period.

7Inappropriate Topics for IEEE WG Meetings
- Dont discuss the validity/essentiality of
patents/patent claims -
- Dont discuss the cost of specific patent use
- Dont discuss licensing terms or conditions
