What is a HorizontalInitiative?
  • An initiative in which partners, from two
  • or more organizations, have agreed
  • under a formal funding agreement
  • (e.g. Memorandum to Cabinet, Treasury
  • Board Submission, federal/provincial
  • agreement) to work towards the
  • achievement of shared outcomes.

Why Report?
  • The objective of reporting on horizontal
    initiatives is to provide parliamentarians, the
    public and government with an overall picture of
    public spending and results achieved for all
    major horizontal initiatives

How Many Horizontal Initiatives were Reported in
2002-03?
  • 24 Horizontal Initiatives were reported in
    2002-03.
  • However, the expectation is that all major
    Horizontal Initiatives will be reported in
    2003-04.

Which Horizontal Initiatives Should be Reported?
  • All major horizontal initiatives that
  • Have been allocated federal funds that exceed
    100M for the entire initiative or
  • Are key to the achievement of government
    priorities or
  • Have a high public profile.

  • Based on recent consultations with departments,
    TBS has streamlined the information posted in the
    HI website. The revised website will reflect
  • general information on the initiative
  • planned results and expenditures (RPP)
  • actual results and expenditures (DPR)
