  • Educationally useful Federal equipment is a
    vital national resourceis a valuable tool for
    computer education. to the extent
    possibleprotect and safeguard such equipment,
    particularly when declared excess or surplus, so
    that it may be transferred, if appropriate,
    pursuant to this order.

  • Stevenson-Wydler Technology Innovation Act of
    1980, as amended (15 U.S.C. 3701et seq.)
  • 15 USC 3710(i) Research equipment

    may loan, lease, or give research equipment that
    is excess to the needs of the laboratory, agency,
    or department to an educational institution or
    nonprofit organization

  • .all agencies shall give highest preference to
    schools and nonprofit organizationsin the
    transfer, through gift or donation, of
    educationally useful Federal equipment.

    organizations located in the Federal enterprise
    communities and empowerment zones

EO 12999 Transfer Options
  • (1) conveying research equipment directly to the
    school or organization pursuant to 15 U.S.C.
    3710(i) or
  • (2) reporting excess equipment to the General
    Services Administration (GSA) for donation when
    declared surplus in accordance with section
    203(j) of the Federal Property and Administrative
    Services Act of 1949, as amended, 40 U.S.C.
    484(j).
