- Traffic Accidents still at a very high level !
5- Rates of accidents and injuries have been
increasing with highest rates since 1997,
reaching a peak in 2002, then decreased step by
step up to now
6With great efforts, the number of traffic
accidents (TA) have decreased. In 2005 there
were over 14,000 TAs with over 11,000 Fatalities
and 11,760 Injuries about 31 people dead by road
crashes everyday!

- From 2002, the number of vehicles have increased
but the Rate of accidents have decreased
Remark 2 Number of Fatalities is still very
high at an unacceptable level !

12NTSC and TS PMU
- In 1997, National Traffic Safety Committee (NTSC)
- an Inter-Ministerial Organization was
established by the Government to coordinate all
Traffic Safety activities. - On November, 2004 the Traffic Safety Projects
Management Unit (TS PMU) was established under
NTSC to seek, prepare and implement traffic
safety projects in order to reduce traffic
accidents, fatalities and injuries.
13TS Projects
- Since establishment, TSPMU has been implementing
several projects - The on-going World Bank-funded Vietnam Road
Safety Project USD 36 million. - The completed JBIC Pilot Study for Knowledge
Assistance Stakeholders Traffic Safety Program
on Interurban National Roads of Vietnam. - The JBIC-funded project on Traffic Safety
Improvement for Highways no. 3, 5, 10 and 18,
which is now under preparation.

- Any problem of traffic safety must be treated in
all sides by every stakeholder.

- Expressed by the concept Traffic Safety
Stakeholder (stakeholder). - The stakeholders of the traffic safety can be
understood as anyone, any organization/agency who
can contribute at every level and aspect of
traffic safety. - the participation of every related stakeholder in
any traffic safety solution.
17Conclusion 1 All People are Stakeholders.
Three conclusions on the stakeholders
- Article 4 of the Road Code clearly points out
The guarantee of the road transport safety is
the responsibility of all institutions,
organizations, individuals and of the whole
society. - Direction No. 22-CT/TW All people should take
care transport safety order.
18Conclusion 2 Stakeholders in Vietnam can meet
the requirements of traffic safety projects
Three conclusions on the stakeholders
- Community groups, associations, unions and other
organizations for the implementation of the
traffic safety programs are basically well
organized in Vietnam. Therefore, there is a great
potential to enhance the stakeholder traffic
safety programs. - In each project, there are various stakeholders.
The important thing is to have one Key-player who
has enough power to lead all other stakeholders
to fulfil all tasks.

- This idea plays the dominant role.
- It deals not only with the road users but also
with all stakeholders.
25Traffic Safety problems identification
- The Government always encourages the people to
participate in traffic safety. - The related agencies, such as transport units and
traffic police, also pay attention to these
problems. - But these enforcers may not be able to identify
all the problems as thoroughly as the local
people can. - Therefore, there is a necessity to collect
stakeholders opinions on traffic safety
problems.
26Emergency response
- As mentioned before, the Emergency approach
includes not only the medical first-aid, medical
treatment of but also the participation of all
local people. In most cases, they are the first
to learn about the traffic accidents. - The problem is that when traffic accident occurs,
they do not know how to respond so they usually
call or wait for the police to come.
27Assistance for low-income people
- Most of the highways run through agricultural
areas where most of the road users are poor.
Moreover, they have very limited knowledge on
Traffic Safety regulations. - The number of the poor who are involved in
traffic accidents are 6 times higher than other
groups. - The injuries and fatalities to the poor are 10
times higher than other groups. - Necessity of improving TS knowledge
28Stakeholders Capacity Development
- Human Resources Development
- Improvement of the working conditions (materials
as well as a more effective working manner). - The idea that every Stakeholder should be a
Beneficiary encourages people to take part in
any traffic safety project. Special attention
should be given to the question What will the
participants get from being involved in the
project?
29Traffic safety Month
- In Vietnam, September is a Traffic Safety Month
emphasizing on more TS activities. - During this month, the low-income people have
chances to raise their awareness on traffic
safety.

31- Vietnam will try its best in order to keep the
traffic accidents under control. That would be
first steps toward a sustainable and safe
transport system. - A TRAFFIC SAFETY FRAMEWORK which has been
formulated and consists of number of
measures/projects to be and on-going implemented

34Suggestion 1 To enhance the exchange on related
information, knowledge, experiences and lessons
among countries in the region
- It is proposed that the Website of ESCAP could be
a forum and/or an information exchange center on
the traffic safety among the region countries. - On the other hand the bi-lateral and/or
multi-lateral information exchange could be
enhanced under ESCAP promotion.
35Suggestion 2 Towards a harmony on traffic
regulations/policies as much as possible among
countries
- The difference between traffic regulations/policie
s of different countries is one of hindering
factors for a safe transport system in the Asian
and ASEAN regions. - ESCAP would play the role towards this harmony so
that the transport network between different
countries in the region would be facilitated.
36Suggestion 3 Traffic Safety System to link
among ESCAP and member countries
- It would be good if a system on Traffic Safety
among ESCAP and its member countries could be
established. - In this system, ESCAP could play the coordination
role whereas each member country would assign an
agency as the Focal Point.
37Suggestion 4 Traffic Safety Month/Year
- Based on the lesson 6, it would be helpful if
ESCAP can launch regular or irregular traffic
safety events such as Traffic Safety Month (or
Year) in the Region. This activity would
contribute to mobilize all efforts for ensuring
traffic safety.
