REGULAR EDUCATION TEACHERS

THE FEDERAL REQUIREMENT IN REGULAR EDUCATION
By June 30, 2006, all public school teachers,
except those in qualifying rural school
districts, who teach the core academic subjects
must be highly qualified to teach those
subjects. Teachers in rural school districts
must be highly qualified by June 30, 2007.
THE CORE ACADEMIC SUBJECTS ARE Language arts
(including English, bilingual education, and
TESOL), reading, mathematics, science, social
studies (including civics, government, economics,
history and geography), fine arts (including
music and visual arts), and modern and classical
languages, except Native American languages and
cultures of New Mexico tribes and pueblos.

NM Regular Education Teachers Are Highly
Qualified By Virtue of Their NM License(s) AND
Class Assignment(s) IF
The teacher holds a NM secondary 7-12 license and
teaches in his/her endorsement area(s).
The teacher holds a NM early childhood b- grade 3
license and teaches b-grade 3.
The teacher holds a K-12 NM specialty area
license and teaches in his/her endorsement
area(s).
The teacher holds a NM middle level 5- 9 license
and teaches in his/her endorsement area(s).
The teacher holds a K-8 NM elementary license, is
teaching in an elementary school or in a
self-contained classroom in a middle school and
has passed an elementary content knowledge or
teacher proficiency licensure test.

Path One
1) Teacher has successful annual evaluations for
past two school years. 2) Teacher has two
complete school years of teaching experience.
3) Complete credit hours in the core academic
subjects as follows a) For K-8 teacher in
an elementary school, 24 hrs lower or
upper division in the elementary content
curriculum with at least 6 hrs each in language
arts, social studies, math, and science.
b) For K-8 teacher in middle school, 18 hrs
lower or upper division, in each core
subject the teacher teaches. ---------------------

hrs in each subject the teacher teaches,
12 of which must be upper division
coursework.

Path Two

an elementary school, 12 hrs, lower or
upper division, across the elementary
content curriculum in language arts, social
studies, math, science. b) For K-8
teacher in middle school 12 hrs in any single
subject, 15 hrs in two subjects (at least 6
in each one),18 hrs in three subjects
(6 in each one), or 24 hrs in four
subjects (6 in each one), lower or upper
division. c) For 7-12, 5-9, K-12 teacher,
same a (b) above, but all credit hrs must
be upper division coursework.
4) Demonstrate competence in the content areas
to a local panel of highly qualified teachers
following the rules in 6.69.4.9 D (4) NMAC.

NCLB IMPLEMENTATION FLEXIBILITY FOR RURAL SCHOOL
DISTRICTS
  • A new hire who teaches in the core academic
    subjects in a rural school district
  • may have up to three years from the date of hire
    to become highly qualified
  • in all subjects the teacher teaches if he/she is
    highly qualified in at least one subject.
  • Current teachers who teach the core academic
    subjects in a rural school
  • district have until June 30, 2007 to demonstrate
    they are highly qualified.

IMPACT ON REGULAR EDUCATION LICENSURE WAIVERS
  • The Public Education Department cannot issue
    licensure waivers in the core academic subjects
    for regular education teachers except
  • TESOL for elementary teachers and other teachers
    endorsed in language arts.
  • Teachers in rural school districts qualified in
    one core subject, but teaching others, up to
    three years.

IMPACT ON REGULAR EDUCATION LICENSURE WAIVERS
  • PED is moving from waivers to internship licenses
    for candidates who do not meet requirements for
    K-8, 7-12, and K-12 licenses. PED will issue
    internship licenses to qualifying alternative
    licensure candidates, but not for core subject
    area endorsements.
  • Internship licenses require
  • A bachelors degree and 30 hours in a content
    area or
  • A masters degree and 12 graduate hours in a
    content area or
  • A doctorate with degree/graduate work in the
    content area.

  • NEW MEXICO PUBLIC SCHOOL DISTRICTS MUST DETERMINE
    IF THEIR REGULAR EDUCATION TEACHERS ARE HIGHLY
    QUALIFIED IF THEY FALL INTO SCENARIOS ONE OR
    TWO ABOVE.
  • DISTRICTS MUST REPORT THEIR HIGHLY QUALIFIED
    DETERMINATIONS IN SCENARIOS ONE AND TWO TO THE
    PED THROUGH THE LICENSURE DATABASE F7 SCREEN SO
    THAT THE STATE CAN MEET ESTABLISHED NCLB TARGETS
    LEADING UP TO 2006/2007.

  • Use the highly qualified print-out from the PED
    based on 40th, 80th, 120th day ADS data to
    identify regular education teachers who may not
    meet the standards of NCLB.
  • Review transcripts looking for credit hours.
  • Does the teacher have a test score on file?
  • Can the teacher qualify under HOUSSE?
  • Enter your findings on Licensure Database.
