Resolution-I.C Transparent system for the
effective and efficient utilization of financial
resources mobilized from both internal and
external sources through the Sectoral
Development Approach anchored on the Health
Sector Expenditure Framework (BIHC FS)
  • Reallocation and creation of budget lines for
    Health Sector Development Program allowing
    budget support for the initial 16 F1 provinces
    and future target areas
  • Creation within Finance Service of a management
    team to handle review and monitoring of LGU
    reports and compliance with the SDAH framework
  • Regular coordination with foreign donors
    financial consultants for program implementation
  • Conducted initial monitoring of financial
    management of hospitals

financial management accountability to include
reconciliation of national and regional
financial account, sound internal audit system
with corresponding human resource capability
building at various levels (FS IAS)
  • Completed e-NGAs training for all CHDs and
    hospitals
  • Very active participation in the DBM-led thrust
    of developing and implementing a generic Public
    Financial Management Manual and Training.
  • Reorganization and multi-tasking with in FS in
    accordance with personnel competency and
    capability
  • Participation of IAS in the PAGC-led and WB
    funded upgrading of the government-wide IAS and
    review of the audit manual

    Career Pathing
  • Started staff training on finance, procurement
    and internal audit

    centralized Petty Cash Fund
  • Direct credit of employees claims,
    reimbursements to their account
  • Creation of a single guaranty deposit for
    gasoline and lube oil consumption
  • Centralized processing and payment of utilities
  • Centralized control and monitoring of government
    service vehicles
  • Availment of ATM services for all CHDS and
    retained hospitals for payroll and employees
    claims
  • Drafting of the centralized service contract of
    the DOH Central Coop services

information systems through strong collaboration
among LGUs, DOH units and statistical
agencies(IMS).
  • Conducted assessment of the Philippine Health
    Information System (PHIS) using customized
    Health Metrics Network Assessment tool with
    health program managers, statisticians, IT
    specialists, policy makers, finance managers,
    donors and local health providers
  • Continuous technical meetings with Phil. Health
    Information Network (PHIN) member-agencies
    (DOH-NEC, IMS, NCDPC, NCHFD, etcNCSO NSCB
    PCHRD-DOST) for PHIS draft assessment report and
    PHIS improvements

  • Conducted Health Information Systems (HIS)
    Inventory Integration Workshop to determine
    HIS status, duplications and to agree on common
    platforms and strategies in integrating
    information systems
  • Commissioned the U.P. School of Statistics
    Foundation for in-depth assessment of PHIS,
    FHSIS, Vital Registry for the development of a
    comprehensive HIS strategic plan.
  • Currently updating of Information Systems
    Strategic Plan (Information Communication
    Technology Plan), 2007-2011

  • Continuous development and roll-out of various
    IS food drugs, drug testing, injury,
    filiariasis, e-NGAS, UMIS etc.
  • Extracted standard data sets from all existing IS
    for reference/use. Data sets are posted in the
    DOH website- wwww.doh.gov.ph/data_references.htm
  • Conducted CHD workshop on establishing data
    warehouse of existing health data/statistics
    updating of Field Health Units Directory.

Resolution II. BNurture a knowledge Management
culture starting with good documentation and
production of manuals of key processes and
procedures with the end view of evidence informed
decision making (IMS).
  • Conducted a sector-wide Knowledge Systems
    Workshop.
  • Developed DOH KM Strategy and Framework
  • Identified priority KM Tool kits (Documentation
    of Business process, FAQs and Wikipedia pages,
    etc.) started development
  • Nineteen (19) DOH staff got KM Manager
    Certification from KM Institute, U.S.A.
  • Started K-mapping and e-Learning (radiology) for
    DTTBs
  • Conducted KM Orientation for CHD 8 with GTZ.
  • Started documentation of exemplary (good)
    practices(BLHD)

BAC (COBAC)/Procurement Division)
  • Review, streamlining and adjustments of office
    procurement plans based on previous consumptions
    and actual requirements
  • Consolidation of DOH annual procurement plan
    identification of procurement packages including
    approval of of modes of procurement
  • Developed computerized procurement system design
    with IMS

  • Conducted with BIHC World Bank FAPs
    procurement enhancement workshop
  • Continuous capability building on RA 9184, its
    IRR-A new guidelines for govt. and FAPs
    funded procurements

    drawing of specification of goods
  • Pilot implementation of price data uploading
    from CHDs hospitals for price referencing.

    Management manual How-to-guide to effective
    and efficient management of DOH warehouses
  • Finalizing trainers guide on warehousing
    management training for CHDs

    Short Course on Warehousing for MMD Inc CHD
    Supply Officers thru Tropical Disease Foundation
    EC/. Conducted by La Salle.
  • Continuous staff training on material management
    specifically on warehousing
  • Obtained funding from Shell Foundation for the
    purchase and use of a Warehouse Management
    System software with a bar coding or RFID system
    and refurbishing a portion of the central
    warehouse
