3What does a LEA do?
While there may be slight variations in the
Structure of Energy Agencies, each operate under
similar principals and activities
- 1. Energy awareness and dissemination campaigns
- Providing information on renewable energy and
energy efficient technologies, local developers,
suppliers and installers. - 2. Energy management and procurement for the
Local Authorities - Negotiation of energy supply contracts and
management of electricity accounts/tariffs and
optimisation of Council operations for energy
efficiency. - 3. Energy efficiency and renewable energy
projects - Project management and facilitation for the Local
Authorities, community groups and businesses. - 4. Sustainable energy training
- Organising training courses and workshops for
Local Authority staff and the public. - 5. Energy Policy Development
- The Agency works with Local Authorities to
develop sustainable energy policies in County and
Local development plans and public building
initiatives.

7NATIONAL CLIMATE CHANGE STRATEGY
- Local authorities can have a significant
influence - Own energy use, procurement, raising awareness,
stimulating action - Housing, Planning and other statutory functions
- All street lighting and traffic lighting should
be energy efficient. - Maximise the recovery of useful materials
energy from residual waste - Procurement policy, Biofuels, Central heating
scheme, etc. - Every public service organisation will be
required to adopt specific targets for reducing
emissions, and to measure and report progress in
their annual reports.

problem
