Why early intervention?
  • prevention of emergence of problems is more
    effective than solving emerged ones
  • nevertheless you have to justify your expenses
(why not helping more the ones most in need for
    support?)
  • dynamic on the labour market bears risk of
unemployment but at the same time chances for
reintegration ? starting point for PESactivities

5
A glimpse on the Austrian labour market
  • app. 800.000 people or every fifth employee is
effected by unemployment per year, stock is
    220.000
  • unemployment spells are short but often
  • turnover of the labour market is 1/3 per
    year(terminated labour contracts versus
    contracts in being)
  • average spell of ue stock is 100 days, only 1
of stock is LTU (gt12 month) Eurostat (national 3
    )

Which problem do you want to fix?? Management by
Results
  • steering system established in 1996 with stable
    strategy - but varying indicators
  • prevention (e.g. crossing the threshold of 6
    month ue)
  • integration
  • training
  • improvement of market share on vacancies
  • Gender Mainstreaming

17
Which toolkit do you need?
reach vulnerable groups
effective matching
strengthen market chances
speed up service delivery
steer process quality
18
Lessons learned by MbR-implementation, success
factors
  • management has to assume responsibility for
    results
  • management has to give a mid-term perspective/
    sustainability
  • a controlling system developed (together) by own
    staff helps obtaining acceptance
  • data processing and results have to be fully
    transparent
  • to reward results by financial bonus and special
    events

19
Balanced score carding a decathlon
  • Decathlon is an athletic event combining 10 track
and field events. Events are held over two
consecutive days and the winners are determined
by the combined performance in all events.
Performance is judged on a points system in each
event, referring to the current world record and
    not by the position achieved.
  • The decathlon is a menu of athletic events,
testing an individuals speed, strength, skill,
    endurance, and personality. The decathlon
includes five events on each of two successive
days. The first day schedules the 100-metre run,
long jump, shot put, high jump, and 400 metres.
It is a day of speedy movement, explosive power,
and jumping ability. Day 2 consists of the
110-metre hurdles, discus, pole vault, javelin,
and 1500 metres. The importance of this day is on
    technique and endurance.

20
In AMS terminology
  • Our Balanced Scorecard is
  • a holistic, balanced management approach
  • covers interests of stakeholders, customers,
    employees, process and development
  • results are judged by comparing outcome in the
    respective labour market cluster
  • results are assessed by a scoring system /
    benchmarking
  • monthly reporting (self-steering!) and yearly
    awarding
