THE PROBLEM
  • With the increasing complexity in airspace
    necessary for Military and State a/c to operate
    as GAT. These numbers are increasing

    has been carried out for mixed-mode operations

CONCLUSIONS
  • The ATM system will continue to evolve through
    the use of technology and the number of
    exemptions, if not checked now, will increase -
    Mode S, FM Immunity, MLS, ADS, CPDLC, TDMA radios
    etc,The controller is often used as the
    mitigation to permit these to operate, however
    there is a limit to the number of pieces of
    information which can be displayed either on the
    data display or the radar to indicate these
    exemptions, and also the cognitive function of
    the controller to react to numerous triggers.

.CONCLUSIONS
  • Airspaces such as the North Atlantic specify a
    Minimum Navigation Performance Specification
    thereby denying access to the core area of the
    airspace. This practice should be the norm
    rather than the exception.
  • Moreover, the applicability to ATC of
    technological innovations ... has to be
    appraised, to assess their helpfulness and their
    optimum forms in relation to ATC.

RECOMMENDATIONS
  • No exemptions BUT if not applicable
  • To be recognised that there is a LIMITATION to
    no. of different exemptions accommodated having
    impact on SAFETY and CAPACITY
  • A full SAFETY ANALYSIS of Mixed Mode OPS should
    be conducted

  • to note IFATCA concern and policy about
    mixed-mode operations in an increasingly complex
    ATC environment
  • to note IFATCA recommendations to ACG as outlined
    in section 6 of attached AP/ACG/16/13
  • to note that IFATCA submitted the attached paper
    as a flimsy to ACG/16 and that the Agency
    informed that it was taking such concern very
    seriously throughout its development

  • to assess carefully the acceptability of any
    proposed exemption policy from a safety
    perspective
  • to systematically verify that agreed exemption
    policy are respected at national level
  • to verify, when reviewing safety arguments, that
    mitigation measures relying on ATCO (and crew)
    are demonstrated to be feasible and effective
    and in doing so, to pay a specific attention to
    other changes to ATM which would require as well
    mitigation measures relying on ATCO (and crew)."
