Purpose
  • To settle territorial disputes following the
    defeat of the French and the Napoleonic conquest
    of Europe
  • Establish a balance of power
  • Settle the issues of sovereignty
  • Legitimize the governments of the new countries
    or ones in which a French appointed by Napoleon
    no longer governs

  • Only diplomat speaks at the negotiating table
  • Liaison may communicate only in writing while
    Congress in session
  • Voting conducted as previously determined
  • Motions must be made and seconded in correct
    format (Roberts Rules of Order)
  • Proposals presented by delegate as requested by
    the Congress do not have to be seconded
  • All negotiations done in writing, initialed by
    the delegate or leader of the country
  • Must have diplomatic relations to request
    correspondence and meeting except for initial
    request for diplomatic relations
  • Must respect sovereignty of a country
  • Outside meetings conducted by liaison and may not
    include delegate
  • Delegate only negotiates at the table
  • Correspondence done in memo format
  • Seating arranged by liaison
  • Treaty written by researcher/documenter based on
    negotiations and decisions at formal sessions of
    Congress of Vienna, signed by delegate
  • Breeches of protocol result in point deductions
