2What is Dual Language Enrichment (DLE)?
- A form of bilingual education that
- MAY include English speakers who are there to
learn Spanish (or another target language) - Differs philosophically from other forms of
bilingual education - Originated in Canada in the 1960s to help English
speakers learn French
3What makes DLE different?
- DLE differs from other forms of bilingual
education in that it is what is known as an
additive model. Instruction in the first language
continues throughout the program while the second
language is added.
4What makes DLE different?
- Transitional bilingual education seeks to use the
first language only as a vehicle to gain
proficiency in the second language. These
programs are known as subtractive because the
first language is virtually being replaced.
5What makes DLE different?
- DLE programs continue through secondary education
while transitional bilingual education ends at
the end of elementary school.
6One-Way or Two-Way?
- One-Way DLE programs are made up of at least 70
of students from one language group. - Two-Way DLE programs are more balanced with
regard to the number of students represented from
each language group.
7Dual Language Models
Both models have the potential to displace
teachers who do not have the necessary
certification as the program moves up in grade
levels. Both models have been shown to produce
exceptional results long term.

- Bilingual education in numerous forms dates back
to the 1800s in the United States. - Currently there are 340 two-way dual language
schools in the United States. - There are 52 dual language schools in Texas.

9Why Dual Language?
- The more proficient students are in their first
language, the more easily they learn a second.
(Cummins, 1979) - Students build upon the academic knowledge they
have developed in their first language while
learning a second language, i.e. they arent left
behind while they acquire the second language.
(Slavin Cheung, 2005, Collier Thomas, 1997) - This additive approach to educating language
learners has been shown to result in greater
success over time than an English-only approach.

the same or higher levels as their peers.

11Key Elements of Spanish-English TWI (Two-Way
Immersion) DLE
- Spanish dominant and English dominant children
are grouped together for instruction. - At least half of all instruction is in the
minority language, i.e. Spanish. - Language is not taught as a pull-out subject.
Rather, it is acquired through instruction in the
content areas.

international community
14Our Mission
- Our mission is for our students to be able to
read, write, and speak Spanish and English, and
to respect and learn from people who are
different from themselves.

- Caldwell, Copperfield, Parmer Lane, Highland
Park, Delco, Dessau, and Spring Hill Elementary
Schools currently provide a One-Way DLE program. - Caldwell Elementary will additionally house a
TWI-DLE program beginning with the 09-10 school
year.

17Who can participate?
- As a public school, any child who is eligible to
enroll in kindergarten and who lives within
Pflugerville ISDs boundary lines is eligible to
enroll in the TWI-DLE program. - TWI-DLE programs include a comparable number of
English-speaking and Spanish-speaking students. - Space is limited so registration is first come,
first served.
18Program Commitment
- Parents of Spanish language learners are required
to attend an informational meeting and to give
the District a minimum 6-year commitment to the
DLE program. - Research shows that for students to realize the
full benefits of DLE program participation they
must remain enrolled for at least that length of
time.
19What is the implementation plan?
Please note that SLLs must begin the program in
Kindergarten.
This implementation schedule refers to the
TWI-DLE program at Caldwell Elementary. Other
campuses may be added in the future.
20How do we teach in two languages?
- Spanish and English speakers are taught together
in TWI classrooms. - The model in PISD is One Teacher-Two Languages.
Students will receive instruction in English and
Spanish from the same teacher. - These teachers must be certified and have
native-like proficiency, oral and written, in
both languages.
21How is instructional time divided?
- In both the one-way and the two-way DLE programs
in PISD, the language of instruction is divided
according to the PISD Language of Instruction
Framework.

23How does this affect test scores?
- Research indicates no long-term negative effects
on Spanish language learners test scores. - English language learners perform better on
English assessments in their secondary years if
they participate in an elementary DLE program.
24So Remember
- In well-implemented programs, both native
English speakers and language minority students
tend to do as well or better than their peers in
other educational programs. (http//www.cal.org/t
wi/FAQ/faq5.htm) - But this is OVER TIME. Dual language education
is a long-term process. It takes a minimum of
4-6 years (Guerrero, 2004). - And parents must be ready to make a long-term
commitment.
