Grants
- Eligible groups are able to apply for a grant up
to 6 000 excluding GST - Community Sustainability Grant up to 15,000
- Applications open in October and must be received
by Friday 27th November 2009. - Submittal of an application does not guarantee
approval - Organisations cannot submit applications to both
Sport and Recreation, and Community Development
streams in the same round

Sport and Recreation Grant
- Eligible
- Incorporated, Not for Profit Sport and Active
Recreation Club, Association or Organisation and - Operating within the Cairns Regional Council Area
- Ineligible
- Unincorporated Groups, political organisations
and for profit organisations - Schools, Universities and TAFE Colleges
- Applicants who have not satisfactorily acquitted
previous Council grants
If your organisation is NOT sport and active
recreation related, grant funding may be
available through Councils Community Development
unit.

- Increase participation
- Improve standard of the facility/program
- Increase Clubs capacity to raise funds

Sport and Recreation Grant
- Eligible
- Upgrade of existing facilities or development of
new facilities or - Upgrades required due to Australian Standard
compliance or - Modifications to improve access for people with a
disability or - Projects that increase the opportunity to
participate in sport and active recreation
- Ineligible
- General operating costs (e.g. electricity, phone,
rent, meals, accommodation) - Private / commercial ventures
- Projects to repair design faults
- Projects under litigation
- Relocation costs
- Retrospective funding
- Purchase of land/ building/facilities
7Conditions
Sport and Recreation Grant
- Application must be made on a current application
form with ALL supporting documents attached - The project must consider environmental impacts
where relevant - Cairns Regional Council is to be appropriately
recognised as a project contributor via signage,
newspapers, newsletters etc.

11How will the project increase participation for
your club?
Sport and Recreation Grant
- Attract events or other groups/users to facility
- Retain/attract members and volunteers
- Increased accessibility
- Programs/facilities to increase participation for
focus groups (i.e. juniors, elderly) - Increase catchment area
12How will it improve the standard of facilities /
programs?

- Australian Standards e.g. lighting
- Meet health regulations e.g. canteen/toilets etc
- Occupational Health and Safety (as a risk
management strategy) i.e. playing surface - Disabled access
- Ability to run/attract ongoing higher level
competitions/programs

funds?

- Purchase of equipment will enable club to raise
funds through additional sales e.g. canteen
sales, additional competitions - Will attract new members by providing better
facilities - Enable club to diversity in type of activity
being offered

- Eligibility of both the organisation and project
- How the project meets the objectives
- The viability of the project
- The need and support for the project
- The financial viability of the applicant
- Committed financial and or in-kind support by the
applicant, other grant agencies or sponsorships.
19Who assesses applications?
Sport and Recreation Grant
- Applications will be assessed by the Sport
Recreation Reference Group and recommendations
will be made to Council.
Then
Applications will be tabled at a Councillor
Workshop and a report tabled at the Sports, Arts,
Culture and Community Services (SACCS) Meeting,
and results will be announced after this.

- - Cairns Regional Council based
- - Not-for-profit organisation, or
- - Charitable organisation registered or
sanctioned under the Collections Act 1966, or - - Groups that
- undertake activities for a public purpose and
whose primary objective is not directed at making
a profit, and - demonstrate strong community benefit or need
and support for a project or activity.
24Ineligible Applicants..
Community Development Grant
- Political, discriminatory groups, or
- Commercial businesses, or
- Schools, Universities, TAFE colleges, or
- Sport and active recreation clubs, organisations
and associations. - Applicants that have not satisfactorily acquitted
previous Council grants. - Applicants with outstanding Council rates, fees
or overdue Council guarantor loan repayments. - Community Organisation Sustainability grant
- As above, except for Sport and active recreation
clubs, organisations and associations.

- Retrospective funding.
- Support for an individual pursuit without
community benefit. - Commercial activities.
- Projects that do not involve the Cairns Regional
Council community.

Community Development Grant
- The assessment criteria are based on
supporting documentation that demonstrates - The community need and benefit of the project or
activity, and - A high level of community support for the project
or activity, and - The ability to financially manage the grant.
27Community Organisation Sustainability Grant
Assessment Criteria
- The assessment criteria are based on documentary
supporting evidence that is able to demonstrate - The eligibility of the organisation
- How the request meets the objectives
- How the financial viability of the organisation
is at risk - The need and support for the organisation
- Competence to manage the grant funding over the
life of the application (one, two or three years) - Demonstrable outcomes
- Measures planned to ensure the sustainability for
the organisation at the end of the funding period - Community benefit
- Provision of transparent accountability and
monitoring for the grant monies.

- In addition, applicant organisation must be able
to show evidence of - Legal entity status and be able to provide
audited accounts - Appropriate governance, management structure and
processes in place - An ongoing evaluation framework for the funding
in relation to its desired outcomes.

to your application - Two quotes (Community Development Grant only)
- Letters of support from the community (a letter
of support is not required from your Divisional
Councillor). - Statement by Supplier form (if applicant does not
have an ABN). (Community Development Grant only) - Community Organisation Sustainability Grant only
- Evidence of need
- Evidence that the applicant has knowledge of how
to successfully manage the grant monies

- Where the project requires public
participation a Risk Assessment is to be
conducted and the Grantee must arrange an
appropriate level of Public Liability Insurance
cover.

assistance relating to your project, please
complete and attach the In Kind application form
to the Community Development Grant form.

- All applications are assessed at a Councillor
workshop, then recommendations are approved at a
Sport, Arts, Culture and Community (SACCS)
meeting
33Tips for preparing application!
- Ask for help if needed
- Keep answers short and relevant to your
application - Try to engage as many partners as possible in
your project - Do not bind application forms
- Dont leave it to the last minute!
34Successful Grant Recipients will be required to
- Sign a Funding Agreement
- Submit an invoice for the agreed amount
- Complete their project within 12 months from the
funding approval date - Submit grant acquittal documents once project is
completed to demonstrate grant has been spent as
agreed and - Submit grant acquittal documents within three
months of the completion date - Return any unspent funds to Council within 21
days of project completion - Must notify Council in writing of any significant
changes to the approved project.
35Acquittal Process
- Complete an Acquittal Report including
- Copies of all receipts
- Acknowledgement of Council Support
- Photos relating to the project
