- Companies had to support old new infrastructure
- PBX was expensive, the ROI was about 5-10 years
for replacement of Centrex - Remote offices still suffered from low bandwidth
and frequent loss of connectivity - The leased lines were provisioned for worst case
traffic. Companies paid for transmission
capacity that was never fully utilized - The infrastructure still required a lot of
maintenance and companies needed large IT groups
