System Failure on 4.11.

• The most serious system failure in the history of
  UCTE (in terms of the number of TSOs affected and
  the impact on frequency)
• The network was reconnected in 38 minutes and the
  situation brought back to normal in 2 hours
• Decentralised responibilities of EuropeanTSOs
  demonstrated the ability to prevent the blackout

Continental Europe (23 states) split into three

15 milion European households were disconnected
from supply The uncoordinated approach of the
power generators, in particular wind farms and
CHP connected to the distribution network, made
re-synchronisation more difficult
