3Four Elements of PHC RED Strategy
- Research priority setting process
- Awards, grants, scholarships and bursaries
- University departments of general practice and
rural health capacity building - Australian Primary Health Care Research Institute
4APHCRI a virtual institute
- Hub and Spoke model with the Hub being based at
the ANU, and the Spokes being programs of
research undertaken around the nation
commissioned by the Institutes Research Advisory
Board. The Hub and Spokes together form the
Institute and meet the Institutes mission and
goals
5Hub and Spoke Model
6Mission and Aims
- APHCRIs mission is to provide national
leadership in improving the quality and
effectiveness of primary health care through the
conduct of high quality priority-driven research
and the support and promotion of best practice - APHCRI has three aims
- To strengthen the knowledge base of primary
health care by conducting and supporting
research - To facilitate the uptake of research evidence in
primary health care policy and practice - To enhance research capacity in primary health
care through strategic partnerships with other
relevant national and international groups
7Hub and Spoke Model -achieves Mission and Aims
8Collaborative Model
- Working together fine in theory but can it
happen?
9The issues
- The usual way of distributing research funds is
through contestable grants and clear separation
of the grant giving and research doing
entities - APHCRI has both grant giving and research
doing responsibilities
10The issues (continued)
- The pool of people within Australia with
expertise in GP and PHC research, policy and/or
evidence based practice implementation is small - APHCRI approaches to its mission and aims need to
be inclusive and enhancing of this expertise
11Hub and Spoke Model is Collaborative
12Decision making in a collaborative model
- Ultimately, decisions have to be made in which
some Spokes may be funded, and others may not - Open, transparent processes including aims of
research programs and assessment criteria - Regular communications
- E-mail (general and targeted), APHCRI website,
public notices, information workshops - Careful management of conflicts of interest (more
detail later) - Separated decision making
- Expert Review Committee recommendations
- Research Advisory Board decision making
13Stream 2 - Announcement
- Decision of the Research Advisory Board at its
June meeting - no person employed by, or contracted to, the
APHCRI Hub will be applicants under Stream 2 - Why this change?
- Conflicts of interest (real and/or perceived)
- Full participation by Hub staff in Information
Workshops and other necessary activities - No point in lobbying!
14Stream 2 Aim and Outcomes
- Aim
- to support a small number of research groups to
develop proposals for substantive programs of
research relating to the priorities for APHCRIs
Initial Work Program - Outcomes
- Up to 20,000
- Up to six
- Eligible to submit proposals by Monday, Nov 29th
