- Demonstrate that time invested in understanding
and complying with program requirements on the
front end is a worthy investment - Reduce the amount of time required between
initial application and a paid incentive check - Eliminate inefficiencies resulting from phone tag
between customers, trade allies and Smart Ideas
program staff - Reduce the potential for errors,
misunderstandings, and lost opportunities

8Participant (Customer) Eligibility
- Must be a delivery service customer of ComEd with
a valid account number - Electricity can be supplied by a Retail Electric
Supplier (RES) as long as the electricity is
delivered by ComEd - Must be on an eligible ComEd non-residential rate
- Eligible rates are listed on the application form
- Customers of municipal utilities such as
Naperville, St. Charles, Batavia, etc are not
eligible for Smart Ideas programs
Note Participant (customer) eligibility is the
first check performed. Technical review begins
after the eligibility check is completed.

- Incentives apply to

- Industrial process improvements
- Efficiency improvements not captured by the
prescriptive program
10Measure Eligibility
- Equipment/measures must be new
- Applicants must certify (via signing the
application form), that decisions to acquire and
install the indicated energy efficiency
measures...were made after April 1, 2009 and that
work was completed...on or after June 1, 2009. - All installed equipment must meet or exceed given
specifications found in application - If an electricity-saving measure is not found on
the prescriptive incentive form, it may be
eligible for a custom incentive - High performance lamp and ballasts must meet CEE
criteria
Note Some Year One pre-applications represented
compliance with program specifications, terms and
conditions, only to find out later in
documentation supplied with the final application
that the measures installed did not meet the
program specifications, terms and conditions.
11Lighting Equipment Eligibility
- Lighting equipment specifications rely upon the
efficiency specifications developed by the
Consortium for Energy Efficiency - Refer to the CEE website to check for eligible
lighting equipment -

15What are the Application Process Steps and
Timing?
Step 1 Check Project and Equipment Eligibility
- Step 2 Submit a Pre-approval Application
- (required for all custom projects, permanent
lamp removal, and retrofit to new
T8/T5 fixtures) - Check the Pre-approval check box on the
application - Complete the appropriate worksheet
- Pre-Approval Applications need customer
signatures
Pre-approve up to 90 days before project
completion
- Step 3 Install Equipment or Perform Project Work
- Maintain documentation
- Step 4 Submit a Final Application (Same form as
Pre) - Check the Final check box on the application
- Submit all required supporting documentation
- Final applications need customer signature
- Step 5 Receive Incentive Payment (4 - 6 weeks)
Submit final within 60 days of project
completion

- There are now 4 separate applications
- Lighting
- Motors
- HVAC
- Refrigeration
- Use the Excel version of the application for
convenience and accuracy.

21Project Installation
- If pre-approval is required (mandatory for custom
measures and some prescriptive measures), make
sure you have received the reservation letter
prior to starting your project - Project installation should follow scope
identified in the pre-application - Reservations are good for 90 days extensions are
available
22Submit a final application
- Submit final application upon project completion
- Supplemental documentation should include
- Invoices
- Purchase orders
- Specification sheets
- Detailed scope of work
- Complete documentation ensures faster project
reviews and check processing

- Material costs
- Material quantities
- Material model numbers
- Total project costs
- Invoice dates
