Title: Emergency Market Mapping and Analysis EMMA
1Emergency Market Mapping and Analysis (EMMA)
- SEEP Conference - November 4, 2009
2What is the EMMA Toolkit?
EMMA is a set of tools and guidance for
front-line humanitarian staff in sudden-onset
emergencies to better understand, accommodate,
and make use of market-systems.
Tools are adaptable, rough-and-ready,
time-sensitive processes designed to reflect the
information constraints and urgency of
decision-making required in first few weeks of an
emergency.
3Why use EMMA?
- To make early decisions about the relative wisdom
of different direct response options - To assess opportunities for complementary
indirect actions - To reduce the risk of doing harm
- To assist in monitoring performance and
accessibility of market-systems - To improve the quality of disaster preparedness
- To define the requirements for more detailed
market analysis
4Who is EMMA for?
5When to use EMMA?
- When background information is limited
- When time and capacity to analyze existing
markets is limited - When expert market-analysis capabilities are not
available
6Principles of EMMA
- Builds on what humanitarian organizations already
do - Not just business as usual asks humanitarian
staff to think differently - For non-specialists making urgent decisions that
are adequate for purpose - EMMA does not put markets before people
7Principles of EMMA (cont.)
- EMMA has a livelihoods perspective
- Allows the integration of existing and relevant
information from different sources - Looks for optimal ignorance and appropriate
imprecision - EMMA is an iterative process
- Has a relationship to other assessments
8Three Strands of EMMA
Gap Analysis (or People) strand Understanding
the emergency situation, priority needs and
preferences of those most affected Market-syste
m Analysis strand Understanding each critical
market-systems constraints and potential to play
a role in the emergency response Response
Analysis strand Exploring different options and
opportunities for humanitarian agencies
910 Steps of EMMA
- Step 1 Essential Preparation
- Step 2 Select Markets
- Step 3 Preliminary Analysis
- Step 4 Fieldwork Preparation
- Step 5 Fieldwork Activities
- Step 6 Mapping the Market
- Step 7 Gap Analysis
- Step 8 Market Analysis
- Step 9 Response Analysis
- Step 10 Communicate Results

12Exercise Objective to produce a market map that
provides a clear representation of the impact of
the emergency on the market-system
- Review the results of the field work (handout)
- Identify the Rules, Norms, and Trends of the
crisis - Identify the market actors and the links between
them - Identify support services and infrastructure
important to the market-system - MAP THE MARKET!
