How do we begin the process?
  • Discuss with Project Officer (P.O.)
  • Submit TA request form electronically on
    www.capcommunity.hrsa.gov
  • P.O. approves/disapproves request submitted
  • Request is uploaded into database by HCAP staff
  • Request reviewed by HCAP approving body
  • Approval/Disapproval sent to MSCG, Inc.

What occurs next?
  • Project Coordinator reviews the approved TA
    request
  • Grantee contact is notified by the Project
    Coordinator of the TA approval
  • Discuss specifics of the technical assistance
    request
  • Project Coordinator recommends most appropriate
    consultant to provide TA

Consultant Selection
  • May have someone in mind
  • Will check database of rostered consultants
  • Prospective consultant contacts grantee to
    discuss TA needs prior to confirming
    participation

What if we want someone who is not on the roster?
  • Will contact and send consultant rostering packet
  • Packet includes
  • 2 consultant contracts
  • Letter to prospective consultant
  • List of required documents (diplomas, references,
    resume)
  • HCAP questionnaire
  • Fee schedule
  • Contact information

Schedule TA
  • Completed within 90 days after the grantee has
    received notice of approval for the request
  • Consultant Participation confirmed
  • Email sent to all involved with TA (PO, grantee,
    consultant, travel agent)
  • Consultant/Grantee travel arranged

Travel Policy
  • Responsible for any costs associated with changes
    made to the flight itinerary once the ticket is
    purchased, unless the change is due to a personal
    emergency or a scheduling change requested by the
    grantee organization or the Bureau of Primary
    Health Care 
  • Travel Agent will make all hotel and travel
    accommodations

  • HCAP Consulting Honorarium 600/day
  • Submit and upload Site Visit Report to
    www.mac1988.com/2010/file_upload/
  • Submit Travel Reimbursement Voucher and
    appropriate receipts
  • Reimbursement processed and mailed in
    approximately 15 days or less
