Transport projects influencingbehaviour in
Greece
Louiza PAPAMIKROULI CRES
EnR WG Behaviour Helsinki, 15 - 16 May 2006
2
National Climate Change Programme
  • Running 2000 -2010
  • Specific provisions for transport
  • Measures concerning vehicles. energy-efficiency
improvements through the maintenance of private
cars and light duty trucks. (consumption can be
    reduced by 2 per vehicle)
  • Measures concerning fuels used in transport.
Introduction of 550 additional CNG buses in
Athens area as well as the use of bio fuels for
    transport
  • Transport management. (a) gradual increase of the
transport share of public means of
transportation, (b) the improvements in road
signalling that can lead to energy conservation
of 0.83.5 and (c) the promotion of
non-technical measures in favour of road public
    transport (e.g. bus-lanes).

3
Legislation
  • Joint Ministerial Decision 90364 (01/2002)
  • implements the EU Council Directive 1999/94/EC
  • introduction of fuel consumption and CO2
    emissions, label for new cars
  • ensure that information relating to the fuel
economy and CO2 emissions of new passenger cars
is available to enable consumers to make an
    informed choice

4
Transport trends
  • Final energy consumption by transport sector
    7460 ktoe (10th in EU-25)
  • Low railway density, dependence on road
    transport for passengers/freight.
  • High motorization growth rate 331 cars per
    1000 inhabitants in 2002 (EU- 25 463)
  • Retail price of unleaded petrol (tax inclusive)
    1,04 euro per litre

5
CRES Projects
  • In relation to influencing behaviour in transport
    related activities
  • ECODRIVING
  • TREATISE
  • STARBUS
  • ECODRIVEN
  • E-TREAM

6
ECODRIVING
  • TITLE ECODRIVING
  • START April 2001 (36 months)
  • CO-ORDINATOR AEA
  • AIMS
  • to accelerate the establishment of a European
market for training lessons in an Economic
    driving style
  • to integrate ECO DRIVING in the driving licence
    curricula in European countries
  • Was built upon the experience of Finnish, Swiss
    and Dutch national programmes

7
ECODRIVING PILOT ACTION
  • Pilot action in collaboration with the
Organization of Urban Transportation of Athens
(OASA), and the Thermo-Bus Company (ETHEL)
  • AIM to change the urban bus drivers behaviour
towards a more economical and ecological driving
style, through adequate training courses of small
    bus drivers group.
  • TRAINING COURSE
  • A Monitoring system was installed on two selected
buses for two specific routes, to record the data
prior to the initiation of the training courses.
  • The data gathered was used for comparison
reasons, so that any shift in bus drivers
    driving behavior could be calculated.
  • RESULTS
  • The decrease in fuel consumption and emissions
(10,4 average reduction in fuel consumption for
driving in the same route )
  • The improvement of road safety and transport
    comfort for drivers and passengers
  • The decrease in maintenance cost.

8
TREATISE
  • TITLE Training in environmental transport
  • START January 2005 (30 months)
  • CO-ORDINATOR EST (UK)
  • AIM providing training in relation to
  • Cleaner Fuels Vehicles
  • Ecodriving
  • Mobility Management
  • DELIVERABLES
  • Reference manuals on each of the three subjects
    listed above
  • An ecodriving simulator that uses a pc-based
game to teach users to drive more efficiently
  • A green fleet management tool that allows fleet
managers to input details of their fleet and
then provides advice about how the fleet could
    be greener

9
TREATISE - Ecodriving Virtual Trainer
  • PC-based ecodriving training course easily
installed serves as an appetiser (can be used as
    a give-away)
  • takes the driver through an innovative ride
through a city, countryside and motorways
  • helps drivers learn to apply the rules of
ecodriving, e.g. shifting up as soon as possible
or decelerating smoothly by releasing the
accelerator in time, leaving the car in gear
  • Drivers are asked to start by driving the course
in their usual style and then to drive the same
    course whilst applying ecodriving techniques.
This demonstrates how much fuel is saved by
    ecodriving.

10
STARBUS
  • TITLE Solution Tool for All networks, Clean
Buses For Europe, Bus Evaluations and
    Comparisons Tool
  • START January 2006 (36 months)
  • CO ORDINATOR ADEME
  • AIMS overcoming barriers for promoting
alternative fuels, and best adapted technology or
fuel for a given bus network.
  • Developing a software tool that will calculate
all emissions (pollutants, GHG, noise, other to
    be determined) in real conditions
  • Testing the software in real conditions, by
future users (bus networks cities) allowing it
to make recommendations to policy makers

11
ECODRIVEN
  • TITLE European Campaign on improving driving
    behaviour, Energy efficiency and traffic
    behaviour
  • START January 2006 (36 months)
  • CO-ORDINATOR SenterNovem
  • AIMS a synchronised European-wide ecodriving
    campaign
  • avoid 0.5 Mton of CO2 emissions until 2010
    through optimised driving behaviour
  • involve across Europe at least 500,000 drivers
of passenger cars, delivery vans, lorries and
    buses
  • reach an additional 2,000,000 drivers through
    publicity and media attention
  • establish a European-wide network of local and
regional collaboration between local actors and
local departments and outlets of relevant
    national and international companies (amongst
others Ford, BP, the FIA and Profile
    International)

12
E-TREAM
  • TITLE e-learning for training Energy Agencies
in mobility management and alternative fuels
  • START January 2006 (32 months)
  • CO ORDINATOR B.S.U. Beratungs- und
    Service-Gesellschaft Umwelt
  • AIMS Development and implementation of an
    e-learning platform for Energy Agencies
    containing training modules in mobility
    management and alternative fuels
  • Development and implementation of new transport
related services at every participating Energy
    Agency
  • Support of the users and the participating
Agencies by an experienced Expert Board
  • Mobilisation of local and regional actors for
the implementation of new projects in the
mobility sector in co-operation with the
    participating Energy Agencies

13
Ecocity
  • Private initiative relating to altering behaviour
and adopting alternative modes of transport
  • endorsed by the Ministry of Transport, the
Ministry of education and the ministry of
    Development.
  • actions supported by numerous agents as well as
industry players (e.g. TOYOTA, JET OIL)

14
Ecocity - transport
  • Ecodriving progrmme
  • Raising awareness among 14-15 years old and as a
consequence raising the awareness of local
    societies
  • Started in 2003 (running yearly)
  • 3 phases
  • 27 highschools prepare their projects (Oct
    Jan)
  • Present them to local societies and project
committee (Feb- March) who evaluates them and
select them for the final phase
  • Evaluation and awards (April May)
  • AWARDS
  • Winning team one week trip in Brussels
