Title: Framework Programme six

1
  • Framework Programme six

2
Motive Behind FP6
  • Research fragmentation in Europe
  • Target creation of European Research Area (ERA)
  • Enable Europe to compete with the research effort
of the USA and Asia by more effective use of
    resources and improved communication

3
What Can Be Funded?
  • Research
  • Innovation in its application
  • User dimension
  • Training
  • Dissemination

There can be no commercial gain within the
duration of the project

TP5 Food Quality and Safety
  • Research aimed at the health and well being of
    European citizens
  • Understanding environmental factors influencing
    human health
  • Environmentally friendly production
  • Environmental health risks linked to the food
    chain
  • No calls open at present (except SSAs) but the
draft work programme is available on CORDIS

8
Indicative Roadmap
  • Third call
  • Publication (1st stage) 7th July 2004
  • Deadline (1st stage) 7th October 2004
  • Deadline (2nd stage) 8th February 2005
  • Fourth call
  • Publication mid 2005
  • Deadline end-2005

9
TP6 Sustainable Development
  • Divided into 3 sections
  • 6.1 Sustainable Energy Systems
  • 6.2 Sustainable Surface Transport
  • 6.3 Global Change and Ecosystems
  • Measures to increase SME participation and INCO
  • Countries only 1.2 of last TP6.3 call went to
    new MS
  • Environmental Technology Action Plan (ETAP)
  • http//europa.eu.int/comm/environment/etap/

10
TP8 Policy Oriented Research
  • Split into 3 sections including sustainable
    management of Europes natural resources
  • Agriculture
  • Fisheries
  • Forestry
  • Animal Health
  • Environmental Assessment
  • Environmental Technologies
  • Call Prediction September 2004

11
Modernisation sustainability of fisheries,
including aquaculture-based production systems
  • Past topics include
  • The relationships between fleet capacity, fishing
    effort and fishing mortality
  • Assessment and mitigation of the influence of
husbandry and environmental conditions on health
    of farmed species
  • Potential exchange of pathogens between wild and
    farmed species
  • Catch estimation models

12
INCO
  • International Co-operation activities cover many
environmental areas and are divided into
    different workprogrammes according to region
  • Funding to address issues in countries outside
the EU relating to poverty, health and
environment or to allow the participation of
    third countries
  • Target countries developing countries
    Mediterranean countries Western Balkans Russia
    and New Independent States

13
ERA-NET
  • An ERA-NET is the coordination of national or
    regional research programmes
  • Networking of research activities carried out at
    a national or regional level
  • Opening up of national or regional research
    programmes
  • A bottom up approach is used so research can be
    carried out in any field
  • Activities include
  • Exchange of information and best practice
  • Strategic activities
  • Implementation of joint activities
  • Joint research programme

14
ERA-NET
  • Participants are organisations responsible for
financing or managing research activities e.g.
    public bodies
  • At the end of the funding period, the network
    needs to be self financing
  • A final study on the networks future will be
    carried out with 3 options
  • Stop the coordination
  • Continue the coordination
  • Article 169
  • The ultimate outcome of an ERA-Net project is the
complete merger of national or regional research
funding programmes into 1 European programme
  • Needs co-decision by the European Parliament and
    Council
  • EC contribute to the funding budget as a share
    holder

15
Other Potential Areas of Involvement
  • SME Specific Activities
  • 3rd party carries out research
  • Any area of science and technology
  • Cooperative Research and Collective Research
  • Marie Curie Awards
  • Training of researchers in any discipline and at
    any level

16
Instruments
  • Type of project, or
  • Method of accessing funding
  • Not all types of project will be available in all
    research activities
  • Specified by the Commission in the Call for
    Proposals

17
New Instruments
  • Network of Excellence
  • Integrate critical mass of resources
  • Co-ordination of research
  • Information exchange
  • Main target restructuring and reshaping research
    practices
  • Integrated Project
  • Support objective-driven research
  • Must contain a research component
  • May also support development and demonstration
  • Main target generation of knowledge
  • Helps to advance the Thematic Priorities

18
Traditional Instruments
  • Specific Targeted Research Project
  • Support research, development and demonstration
  • More limited scope than IP
  • Coordination Action
  • Promote and support networking and coordination
    of research and innovation
  • Specific Support Action
  • Promote dissemination of past and present
    programme results
  • Contribute to success of strategic objectives
    (ERA)
  • Prepare future community activities

19
Instruments
  • Specific Support Action
  • Promote dissemination of past and present
    programme results
  • Contribute to success of strategic objectives
    (ERA)
  • Prepare future community activities

20
Who Can Apply?
  • Open to any legal Entity in Europe
  • Minimum number of partners ideally between
    industry and a science base
  • Trans-European collaboration, minimum number of
    separate countries
  • Innovation, must be some risk
  • Matching support in-kind/cash

21
How Soon Do I Get The Money?
Funded
22
FP6 Support
  • Operation of a help-line/e-mail facility for FP6
    enquiries
  • Meetings
  • Assist with proposal preparation
  • Pre-screen proposals
  • Organise workshops and information days
  • Promotional activities such as presentations
  • Design and publication of user-friendly material
    e.g. fast-track guide
  • Assist with partner searches
