18Why a Scaled Approach?
- Audit Commission (2004) recommendation
- YOTs should make better use of Asset to
determine the amount as well as the nature of
interventions with individuals using a scaled
approach - Evidence says that interventions are more
effective when - the level and intensity of intervention is
matched to an assessment of the risk of
reoffending - it is focused on the risk factors associated with
offending - Mirrors adult Court interventions
18
19The Scaled Approach
- Interventions designed to
- reduce the likelihood of reoffending
- reduce the risk of serious harm
- support the new sentencing framework
- tailored to individual risk and need
- The project ensures a coherent relationship
between - National Standards for Youth Justice Services
(must dos) - Key Elements of Effective Practice (what to do)
19
20Statutory contacts by intervention level
20
21Projected annual workload (contact)
Projected contact increase in Leeds 17
21
22Lessons from Scaled Approach pilots
- Strategic level
- Ownership at management board and senior
management level - Multi-agency working is crucial to meet multiple
needs - All mainstream services must be closely involved
- Close working with courts essential
22
23Lessons from Scaled Approach pilots
- Operational level
- Good quality assessment is paramount, with
performance management and quality assurance
supporting this - Degree of cultural change should not be
underestimated - Staff need to be fully engaged done with not
done to - Higher risk requires higher contact levels to
support menu - YRO contacts need to be targeted and imaginative
23
24Leeds YOS Meeting the challenges
- Structural changes
- Project management group
- Workload planning
24
25Synergies with other workstreams
- Reducing custody agenda
- End to end case management
- Consistent and improved assessment
- Integrated processes in wedges
- Inspection planning
26Stakeholder engagement
- Range of YRO requirements Leeds YOS is able to
offer is dependent on stakeholder engagement - Several YRO requirements require protocols with
stakeholders - May need to revise service level agreements
- May need to revise commissioning specifications,
e.g. substance use
26
27The Court as Stakeholders
- Bob Baird
- YOS Court Manager
28The Role of the Courts and the YOS Court Team
- 4 Key areas
- Training
- Assessment
- Sentencing
- Enforcement
29Training
- Leeds YOS is committed to engagement with
sentencers and legal advisors in training and
development sessions - Introductory training for sentencers is vital to
the success of the Scaled Approach, and YOS staff
will be available as required - We will continue to be available to engage in
ongoing training
30Assessment
- The purpose of assessment is not to usurp the
Courts role in deciding on sentence - YOS role to assist the Court in determining the
most suitable sentence by examining - Offence seriousness
- Mitigating and aggravating factors and
- Proposing interventions likely to reduce
reoffending and harm posed by the offender
31Using the Scaled Approach
- Courts responsibility
- Deciding sentence
- Proportionality
- Length of sentence
- Type of requirements included in YRO
- YOS responsibility
- Assist the Court (by PSR or other report) to
determine most suitable sentence - Tailor proposals with aim of reducing further
offending and risk to others - ASSET assessment to suggest overall intervention
level for supervision
32Making it work!
- Evidence from adult orders show most successful
when offenders are not overloaded with
requirements - i.e. Two focused requirements will yield more
success than half a dozen haphazard ones - Focus is best maintained when orders are as short
as possible - This will enable the YOS to target resources on
risky young people requiring intensive
intervention
33Programme development
- Karen Fawcett
- Scaled Approach Implementation Group
34Purposes of Presentation
- Development of Programmes Team

- Development of new Programmes
