  • Mapping is not a priority in Government.

  • Government dont want you to run the NMA.
  • Conversely, neither do they want you not to run
    it
  • i.e. dont trouble them with your difficulties,
    they have plenty of their own. But how can what
    you do, help them?

GOVERNMENT PRIORITIES
  • What are the Governments priorities?
  • Political? (in NI Devolution moved from
    Security, Reform and Modernisation Investment -
    Townland debate, Cultural Identity)
  • Administrative? (Money, money, money)
  • Agenda / manifesto (Programme for Govt.)

  • Align our work to Government priorities?
  • This is always a challenge.
  • Remember, maps are not important, it is what you
    use them for that is.
  • What are the benefits in using mapping data?
  • Does our information deliver them?
  • Reputation / Perception very important
    (Technology not understood, so other factors very
    important)

STAKEHOLDERS
  • Who are the Stakeholders and what do they want?
  • Who are Allies / Opponents / Networks?
  • There is always someone who loves maps.
  • Use technology to impress but not to confuse
    (Imagery, Satellites, Pen Computers) (See
    communication below).
  • Invite them to visit, give free maps and
    publicity Good news story!

What is your vision?
  • What will your Agency look like in 5 years time?
  • How does that differ from today?
  • Identify the gaps then the strategies, actions,
    projects and plans to fill those gaps.
  • Find the common ground between your vision and
    government programmes i.e. Reform and
    modernisation (UK), Land Reform
  • Answer the question What would you do if money
    were no object! (Dont be constrained by lack of
    money that is an action that must be taken, not
    a strategy!)

  • OSNI Common Address File / Imagery
  • Prepare your Business Case
  • Remember Who is the audience?

COMMUNICATION
  • Communicate
  • Avoid jargon and techno speak
  • Be sensitive to the culture and climate
  • Be prepared for opportunities (i.e. When meeting
    a Minister what would your message be what do
    you want from him / her?
  • Modify the message for the stakeholder
    (Minister, Staff, Financial people.)
