CSI OBJECTIVE

• To Detect Potential Security
• Concerns At The Earliest Possible
• Opportunity
• Identify high risk containers
• Pre-screen containers before shipping
• Use technology to screen containers
• Use more secure containers

CSI FEATURES

• For all vessels arriving in the U.S.
• Cargo data must be presented, preferably
  electronically, to the U.S. Automated Manifest
  System (AMS), 24 hours prior to cargo loading at
  foreign port
• Non-Vessel Operating Common Carriers may transmit
  cargo data

CSI FEATURES

• U.S. Customs will use their sophisticated
  targeting tool to identify high risk containers
• Targeting Center will operate 7/24
• U.S. targeters will work at foreign port
• Selected containers will be x-rayed and scanned
  for radioactivity prior to vessel loading.

• Vessel Name/Number
• Voyage Number
• National Flag
• Foreign Port Where Cargo is Laden
• Shipper Name and Address or ID Number
• Consignee Name and Address or Owner or Owners
  Representative or ID Number

• Numbers and quantities from carriers master or
  house bill of lading
• Notice if actual quantities are not equal to
  quantities on relevant bill of lading
• Hazardous Material Indicator
• Container Number
• Precise Description or HS code and Weight of
  cargo

• Date of Scheduled Arrival in First U.S. port
• Foreign port of departure
• Seal Number affixed to Container
• Carrier SCAC Code
• First Port of Receipt by Inward Foreign Ocean
  Carrier

DATA QUALITY/CORRECTIONS

• Accuracy of data is key to success of the
  initiative data quality will affect risk level
• Although corrections will be accepted, initial
  submissions must be accurate based on the best
  information and belief of the filer

• Notice of Proposed Rule- Aug 8,02
• Comments Reviewed and Responses prepared
• Final Rule Published Oct 31,02
• Effective Date- December 2,02
• Enforcement- February 2, 03

• 11 of 20 super ports have agreed to participate
  and the remainder are imminent
• All additional marine ports will eventually be
  included

Relationship To Canada

• Canada has the same security concerns as U.S.
• Working with U.S. under Smart Border Plan e.g.
  Harmonization of Commercial Processes and
• In-Transit Container Targeting
• Need to assess impacts on ACI
