1. Unique protection and rescue management in
   emergency situations

DEPARTMENT FOR CIVIL PROTECTION

• In charge of
• -drafting strategies, projects, programs and
  monitoring their implementation in the field of
  civil protection
• -monitoring and implementing laws and other
  regulations related to protection and rescue
• -providing shelters for citizens
• -monitoring situation and events related to civil
  protection
• -identifying situation and usage of sheltes and
  terms for efficient evacuation and removal
• -proposing and organising measures for
  preparation and training of citizens
• -planning and organising civil protection units
• -preparations and drafting operational plans of
  action of municipality rescue units, wider
  regional and state, depending on the type of risk

DEPARTMENT FOR RISK MANAGEMENT

• In charge of
• -monitoring and implementing laws and other
  regulations related to protection and rescue
• -risk assessment
• -setting up unique database for all risks listed
  in the National Strategy for Emergency Situation
• -drafting development and strategic documents and
  plans in case of emergency situations of larger
  proportions
• -cooperation with scientific and other
  institutions, labs and state institutions for
  emergency situation risk assessment and setting
  up risk database

DEPARTMENT FOR PREVENTION AND INSPECTION
SURVEILLANCE

• In charge of
• -inspection surveillance within competences set
  by the Law on Protection and Rescue and other
  regulations related to this field and the field
  of technical protection of space, persons and
  buildings
• -checking invesment-technical documentation
• -estimation and monitoring of risks and
  surveillance during construction of buildings
• -surveillance of warehouses in which dangerous
  goods are stored or technically processed and
  used, and where dangerous zones are determined
• -surveillance of technical protection system
  which directly influences increase of safety and
  decrease of risks of accidents fires,
  damages...
• -surveillance of equipment and installations
  enabling switching off the equipment before
  accidents occure
• -management of dangerous goods transport
  (purchase, usage, storage and transport)
• -management of weapons and military equipment
  transport

HELICOPTER UNIT

• In charge of
• -safe air trafficking for its own needs, for
  official needs of the President of Montenegro,
  President of the Parliament, Prime Minister and
  other officials, foreign and business delegations
• -performing official duties of the Ministry
  of Interior and Public Administration
• -providing assistance to remedy consequences
  of emergency situations transport of injured,
  searching and rescue actions
• -training of pilots, obligatory technical
  tests

112 DEPARTMENT OPERATIONAL COMMUNICATION CENTER

• In charge of
• -acting as unique communication center for all
  types of emergencies in the State
• - collection and processing of data,
  notifications and information
• - issuing official statements on threats of an
  emergency situation, its range, activities and
  measures for protection and rescue to be
  undertaken
• - informing and where necessary alerting
  citizens, legal entities, State institutions,
  rescue units and other competent bodies and
  protection and rescue subjects
• - record keeping on current situation and events
