    faith-based and community initiatives by

Context
  • The Compassion Capital Fund (CCF) reflects the
    recognition that faith-based and community
    organizations are uniquely situated to partner
    with the government in serving poor and
    low-income individuals and families, particularly
    those with the greatest needs such as
  • families in poverty
  • prisoners reentering the community
  • homeless families
  • and at-risk youth

Purpose of CCF (Compassion Capital Fund)
  • The primary purpose of the CCF is to help
    faith-based and community organizations increase
    their effectiveness, enhance their ability to
    provide social services to serve those most in
    need, expand their organizations, diversify their
    funding sources, and create collaborations to
    better serve those in need.

  • FY2002, Congress appropriated 30.0 million
  • FY2003, Congress appropriated 34.7 million
  • FY2004, Congress appropriated 47.7 million
  • FY2005, Congress appropriated 54.5 million
  • FY2006, Congress appropriated 64.4 million

Framework
  • Through CCF Demonstration Program, Intermediaries
    provide grassroots, faith-based and community
    organizations with at least two types of
    assistance technical assistance and sub-awards.

Capacity Building
  • Capacity building refers to activities that
    improve an organizations ability to achieve its
    mission effectively and to sustain itself over
    the long term.

  • DIRECT FUNDING TECHNICAL ASSISTANCE

Two community, faith-based or grassroots
organizations in each of the five regions of
Alaska will be awarded Capacity Building
Sub-Awards of up to 20,000 to support capacity
building activities that produce measurable
impact and result in a more sustainable
organization. This will be conducted through an
open and competitive process through the State of
Alaska.

Eligibility Criteria
  • Must demonstrate service in one of the priority
    areas
  • Homeless
  • Prisoner Re-Entry Children of Prisoners
  • At-Risk Youth (Gangs)
  • Substance Abuse
  • Elders in Need
  • Welfare to Work
  • Healthy Marriage

Eligibility Criteria
  • Have non-profit status in State of Alaska or tax
    exempt status under 501(c)(3) or be a recognized
    Alaska Tribe
  • Proposals due no later than Thursday, Sept.20,
    500pm
  • Capital Fund Evaluation Baseline Survey (OMB
    0970-0293) is submitted by the deadline for
    proposals
  • Have an annual budget of less than 500,000
  • Have fewer than 10 staff
  • Demonstrate at least one year of past service,
    and future intention to serve one or more of the
    priority populations
  • Be willing to take part in an evaluation
    involving a random assignment process in the
    granting process.

Base Line Survey
  • An on-line survey will collect detailed
    information about your organization, including
  • Program Services
  • Financial Management
  • Human Resources
  • Leadership and Staff Development
  • Governance
  • Technology
  • Record Keeping
  • Community Engagement
  • Funding
  • These data will also be collected from all
    eligible applicants after 15-18 months, to
    provide a comparison between pre- and
    post-program participation.

Random Assignment
  • Adjustments made for random assignment will
    include
  • Outreach to obtain a larger number of
    applications for sub-awards/technical assistance
    than usual to ensure adequate numbers of
    applicants that are comparably qualified to meet
    the proposed requirements for the CCF sub-grants.
  • The qualified category of applicants will then be
    placed into a random selection process from which
    sub-awardees and/or technical assistance
    recipients will be chosen.

Random Assignment
  • Target number of FBCO service recipients (i.e.,
    program group) 10
  • Target number of eligible FBCOs for inclusion in
    random assignment process at least 20
  • Stratification by region two FBCOs from each of
    five regions to receive intensive TA and
    sub-awards.
  • Random assignment will be conducted after
    submission of applications for receipt of
    intensive technical assistance and sub-awards.
