3 PUBLIC PARTICIPATIONBRIEF REPORT
- There is resistance from public for accepting
any new system especially at the beginning.
Public were convinced by holding - meeting in every ward by the Municipal Chairman
Thiru.R.S.Bharathi and his team officials. They
went around with a mike, - street by street from 6.30 am onwards for
creating the environmental awareness with the
civic associations Municipal Chairman - had an experience of an earlier success in
connection with providing of drinking water-
Palar water main line for the unreserved - area with public funds support in .
During the year 1999 Municipal Chairman explained
the public about the advantages of - having a sewerage system -
- . The storm water drains would be clean so as
to maintain the Healthy environment. - . There would not be stagnation of dirty
water in low lying areas with mosquito breeding
and - unaesthetic appearance leading to diseases
like Malaria, filariasis etc. - . Ground water pollution would be avoided.
- . The entire town will become free from
pollution. The public will have a healthy
atmosphere to live. The list of names of - those who paid the deposit were displayed
in strategic corners of the town motivated
others to pay. - The residents were convinced for remittance of
Public Contribution. - By Jun 2000 about 11,000 residents had deposited
Rs.5000 each.

12Problems faced during construction
1.Construction of MRTS - The alignment of
pumping main had to be changed
2.Construction of 2 subways - Alignment of
sewers had to be changed
3.Pumping main passing through adjacent
Puzhithivakkam Panchayat Objection from
residents caused inconvenience during the
construction
4.Effluent main passing through Thuraipakkam
Panchayat Objection from residents.
5.Obtaining permission from Highways Department
causing delay. 6.Narrow roads, loose soil and
high water table resulting in collapse of
trenches in certain areas

Litres. STP 5 Penalities The Contractor has
to maintain and run the STP in an efficient
manner and hence the treated effluent should
satisfy the conditions laid down by the TNPCB,
which is the statutory in the matter. Not
withstanding the statutory powers exercisable by
the TNPCB that the owner reserves the rights to
levy a fine on the contractor, if the treatment
of effluent fails in the prescribed standards as
determined by the owner. The fine shall be
liable upto Rs.10,000/- (Rupees Ten Thousand
only) in INR per day.
15 ALANDUR SHOWS THE WAY AS ROLE
MODEL1. Till 2002 the Alandur Municipality,
residents are experiencing with untold hardship
such as overflowing Sewage water conveyed
through Storm Water Drain, septic tanks that
overflowed into streets and polluted wells etc.,
2. The Alandur Sewerage Project (ASP), in a
19.5sq.km Municipal area, is an innovative
attempt at sustain able delivery of urban
services in the country. 23,000 house holds in
the Municipal area have paid Rs.5000-6000
each, while a private construction company
contributed Rs.7 Crore of its own fund, to bring
the Rs.34-crore sewerage and treatment
project. 3. Inview of Alandur town proximity to
the Chennai city and also the upgraded
infrastructure facilities attracts many from
adjoing Chennai.
