Basic facts
  • Public, private, state HEIs
  • At public HEIs
  • Studies in Czech free of charge for all
  • Students are financed for the standard duration
    of studies 1 year
  • After this period the HEI does not receive any
    money from the state
  • Students are charged fees the minimum amount is
    15 20 of the average normative (e.g. 7 500
    CZK), usually they are charged the normative
    belonging to the study programme
  • The money goes into the scholarship fund
  • Studies in a foreign language fee in the
    competence of a HEI

  • 2005 - base normative cost of study is 33 320 CZK
    (1 100 ) for an academic year, per a student,
    average normative is 53 000 CZK (1 770 )
  • Calculation made on the bases of students
    admitted the previous year (to 31 October)
  • High drop out (comparable to the number of
    graduates)

  • Since 2005 number of graduates has been included
    into the formula (enhancing the output
    orientation)
  • normative related to a graduate is 6 825 CZK (230
    )

The main ideas of the present reform
  • overcoming the lasting underfunding of the
    universities and their internal debts
  • facilitating a gradual division of the
    universities into teaching and research
    institutions 
  • increasing competitiveness of the Czech
    universities before joining the European Research
    and Education Area
  • shifting from the quantitative growth of
    universities to the qualitative growth
  • output oriented funding

  • introducing large integrated development
    programmes for all universities
  • massively supporting scientific research at
    universities including doctoral studies
  • supporting the internacionalization of study
  • enabling the universities to rise salaries with
    respect to the qualification structure of the

    2008 represents approx. 0,1 GDP annually
