1. Introduction
  • The Consorzio Intercomunale Priula serves 22
    Municipalities (Comuni) in the central area of
    the territory of the Province of Treviso (NE
    Italy), with a population of 205.000
    inhabitants.
  • These Comuni decided to use the same kind of
    management of urban waste by introducing the door
    to door collection for each kind of material.
  • This decision came from the necessity to achieve
    the standards of Italian environmental policy.
  • The Italian Decree 22/97 fixed ambitious
    objectives in terms of percentage of separated
    collection and introduced a new kind of tax,
    calculated on the basis of the actual production
    of waste.

2. Main issues
  • The goal of the door to door collection is to
    increase the percentage of separated collection
    of waste.
  • In order to send waste to the recovery plants, it
    may be better to have an high quality of
    separated material because the process of
    recycling is more efficient, if the materials are
    better separated from each other. This kind of
    collection exploits the citizens capacity and
    responsibility in separation at home of the
    material.
  • It is more easy to calculate the cost of the
    collection, that the citizens have to pay, thanks
    to the fact that each family has small container
    with particular volume and a particular frequency
    of emptying.

3. Solution approach
  • Each container has a trasponder. This mechanism
    allow to locate each bin in the territory (GIS
    technology) and associate a lot of information to
    each of them volume, weight, family, number of
    emptying per year, etc.
  • This information helps to calculate the cost of
    the service.

4. Implementation
  • After the analysis of the territory, the
    Consorzio Priula decided to use the door to door
    system for collecting wastes.

It consists in using small container in which
each user put their waste.

    the data of their containers in the web site

5. Performance measures and results
  • URBAN VISIONS AND TERRITORIAL CHARATTERISTICS In
    order to apply the model of the door to door
    collection the Consorzio made an analysis of the
    territory taking into account population,
    density, tourism, land use, the richness
  • TECHNOLOGY AVAILABLE The use of transponder
    applied on each container, in order to indirectly
    calculate the quantity of waste produced. The use
    of GIS in order to recognize and locate each
    container in the territory.

  • FINANCIAL APPROCHES AND MEASURES Application of
    the tariff in order to support the cost of the
    phases of management.

    REGARDING SUSTAINABLE DEVELOPMENT AND WASTE
    TREATMENT The Consorzio opened 22
    information-window, one for each Comune,
    published a newspaper and enclosed a lot of
    information in the bill. It also organized
    meetings in each commune and published
    informative material also in English, French and
    Chinese in order to make aware foreign people in
    separated collection. In 2003 the percentage of
    separated collection was 67,88 (the highest in
    Italy).
