Title: HAZARD VULNERABILITY ANALYSIS AND ALL HAZARD MITIGATION PLAN

1
HAZARD VULNERABILITY ANALYSISANDALL HAZARD
MITIGATIONPLAN
  • Monongalia County Office
  • of Emergency Management

2
HVA Key Terms
  • Disaster Resistant Community is one where
significant steps and measures have been made to
reduce the communitys risk to all types of
    potential hazards.
  • Two of the more significant steps in creating
    such a community are
  • Hazard Vulnerability Analysis (HVA)
  • All Hazard Mitigation Plan (HMP)

3
HVA Key Terms
  • Hazard Vulnerability Analysis (HVA) is an
analysis of the various types of hazards which
have occurred in the past and/or which could
occur in the future and which threaten lives and
    property in the county.
  • Examines the probability of hazards
  • Examines the risk presented
  • Examines the preparedness of local emergency
    response forces

4
HVA Key Terms
  • HAZARD is an event with the potential to cause
fatalities, injuries, as well as environmental,
    property, and infrastructure damage, other
    losses.
  • HAZARD IDENTIFICATION is the identification of
the hazardous events which have occurred (or
    could occur) in the county.

5
Hazard Vulnerability Analysis
  • Types of Hazards. The various hazards which pose
a threat to the county fall into three basic
    categories.
  • Natural Events
  • Technological Events
  • Human Events

6
Hazard Vulnerability Analysis
  • Natural Events include the following types of
    hazards.
  • Blight Drought Earth Slide
  • Earthquake Erosion Epidemic
  • Flash Flood Flood Hail Storm
  • Hurricane Ice Storm Infestation
  • Lightning S. T/storm S. Wind
  • S. Winter St. Sleet Temp. Extremes
  • Tornado Wild Fires

7
Hazard Vulnerability Analysis
  • Technological Events include the following types
    of hazards.
  • Com. Failures Fire
  • Fuel Shortages HazMat Incident
  • HVAC Failure Structural Damage
  • Transportation Accident
  • Electricity Failure Natural Gas Failure
  • Water Failure Sewer Failure
  • Resource Shortages

8
Hazard Vulnerability Analysis
  • Human Events include the following types of
    hazard events.
  • Bomb Threat
  • Civil Disturbance
  • Trauma/Mass Casualty
  • HazMat/Mass Casualty
  • Biological/Mass Casualty
  • Chemical/Mass Casualty
  • Weapons of Mass Destruction (WMD)
  • Terrorist Incident

9
Hazard Vulnerability Analysis
  • Hazard Profiles are the development of specific
information on all potential hazards which should
    include the following matters
  • Frequency
  • Magnitude/Intensity
  • Location (where applicable)
  • Duration
  • Seasonal Pattern
  • Speed of Onset
  • Availability of Warning

10
Hazard Vulnerability Analysis
  • RISK examines the threat a hazard presents to the
safety of people and property in the county.
  • Risk Levels Points
  • Life Threat 5
  • Health and Safety 4
  • High Disruption 3
  • Moderate Disruption 2
  • Low Disruption 1

11
Hazard Vulnerability Analysis
  • Probability examines the likelihood of a
particular hazard event occurring within the
    county.
  • Probability Level Points
  • High 3
  • Medium 2
  • Low 1
  • None 0

12
Hazard Vulnerability Analysis
  • Preparedness measures how well prepared the
    countys emergency response agencies and
emergency responders are prepared to handle any
    particular hazard event.
  • Preparedness Points
  • Poor 3
  • Fair 2
  • Good 1

13
Hazard Vulnerability Analysis
  • RISK ASSESSMENT PRIORITIZATION a
process for evaluating the priority associated
with a specific hazard and defined in terms of
its probability and its level of risk when
compared to the communitys level of
    preparedness.
  • Probability X Risk/Preparedness Priority
  • Determines which hazards may require special
    attention.
  • Specialized training and equipment.
  • Mitigation Projects

14
Hazard Vulnerability Analysis
15
Hazard Vulnerability Analysis
16
Hazard Vulnerability Analysis
17
HMP Key Terms
  • Hazard Mitigation can be defined as any action
which is undertaken to reduce or eliminate the
long-term risk to human life, property and the
environment from the harmful impact of all types
of hazards which pose a threat or potential
    threat to the county

18
HMP Key Terms
  • Mitigation Activities or Strategies can be
defined as a variety of measures intended to
protect the county from, or minimize the impact
of, the hazards which may threaten it and include
    the following types of activities.

19
HMP Key Terms
  • Prevention activities attempt to prevent or
reduce the impact of a hazard and often involve
activities on the part of local governments, and
    include the following
  • Building and Construction Codes
  • Emergency Exits
  • Sprinkler Systems
  • Planning and Zoning Ordinances
  • Floodplain
  • Unstable soils

20
HMP Key Terms
  • Property Protection includes measures which can
change or augment fixed facilities to protect
them from hazardous events and include the
    following
  • Flood proofing
  • Wind Proofing
  • Elevation
  • Fire walls and doors
  • Insurance

21
HMP Key Terms
  • Structural Projects are more commonly used as
flood mitigation measures which are built to
control or stop floodwaters from reaching a
specific location and involve structures such as
    the following
  • Dams
  • Levees
  • Floodwalls
  • Channels

22
HMP Key Terms
  • Emergency Services include a range of measures
which are placed in motion during and after the
onset of a hazard and includes emergency
planning and management activities as follow
  • Hazard identification/recognition
  • Hazard warning/notification
  • Hazard response activities
  • Damage Assessment
  • Post-hazard recovery

23
HMP Key Terms
  • Public Information involves efforts to inform the
general public how to protect themselves, their
families, and their property from the impact of
hazards which pose a threat to the county and
    include activities such as
  • Public Service Announcements
  • Public/group presentations
  • Informational brochures

24
HMP Key Terms
  • Natural Resource Protection are activities
    directed at protecting, preserving and/or
restoring natural areas or other important
    natural functions such as floodplains,
watersheds, wetlands, forests and green spaces
    and include the following
  • Flood control
  • Erosion/sedimentation control
  • Drought protection
  • Fire control

25
HMP Key Terms
  • Mission Statement is a statement which clearly
describes the purpose of the group.
  • Why has the group been organized?
  • What is the ultimate result of its work?
  • The focus is on outcomes and not on process.

26
HMP Key Terms
  • Mission statements usually include two phrases
  • An infinitive describing a desired change in a
    status or condition
  • An identification of the subject targeted for
    change
  • Example to eliminate world hunger

27
HMP Key Terms
  • Goal is a positive statement which covers a wide
portion of the community and supports more than
one local interest to achieve a desired end.
  • Goals need not be achievable.
  • Goals need not be measurable.
  • Goals need to conform to and/or enhance the
    countys mission statement.

28
HMP Key Terms
  • Objective defines and describes the actions which
are to be implemented to achieve a goal.
  • Objectives need to be measurable.
  • Objectives need to be achievable.
  • The responsible party(s) need to be identified.
  • The completion date should be identified.
  • Other agencies which can assist should be
    identified.
  • It should include costs, if any.
