Plan Changes
  • Replaces STAR beginning in the 2006-07 School
    Year.
  • Deletes previous performance pay statute 1012.22
    effective June 30, 2007.
  • Establishes a new performance pay policy (Merit
    Award Program) in statute.
  • Allows more latitude in negotiation by limiting
    DOEs authority.

Highlights of MAP
  • District participation in Performance Pay is
    voluntary.
  • Bonuses would be equal to at least 5 and not
    more than 10 of the average teacher salary in
    the district. (Calculated by DOE)
  • At least 60 of the performance evaluation must
    relate to student performance.
  • Up to 40 must relate to professional practices
    (No veto by Principal)

Voluntary Participation
  • Districts are not required to implement a merit
    award program.
  • Districts that do not will not receive
    categorical funding for MAP.
  • Unused MAP categorical funding will revert to the
    state for expenditure in the subsequent fiscal
    year.

Bonus Value
  • Bonuses value shall be determined as a percentage
    of the districts average teacher salary.
  • All bonuses in a district will be equal.
  • Bonuses shall be a minimum of 5 and up to 10 of
    the average.
  • Available funding will cap the number of teachers
    that can receive a bonus.

Measuring Student Performanceat least 60
  • Student performance must be measured by FCAT in
    FCAT subjects.
  • Other areas may be measured by any other locally
    determined end of course assessment.
  • Student performance may be based on gains and/or
    proficiency as determined locally.

Professional Practicesup to 40
  • Principal evaluation
  • Locally determined evaluation instrument (PACES)
  • No requirement for new evaluation structure
  • No Principal Veto

2006-07 MAP Status
  • MAP plan imposed by MDCPS
  • MAP plan submitted to DOE
  • DOE has determined that the plan is not in full
    compliance.
  • MAP awards must be paid by September 1, 2007.
  • If not MAP, then revert to previous statutory
    performance pay plan (1012.22 MOU)

2007-08 MAP Status
  • Plan must be submitted to DOE by October 1, 2007.
  • Negotiations between UTD and MDCPS are ongoing.
  • Tentative Agreement is unlikely.
  • MDCPS will likely need to impose the new plan at
    the upcoming September School Board meeting.
