Norway in brief

• 19 counties
• 432 municipalities, all making parcel surveys and
  update the Cadastre
• 2,5 million properties, e.g. freehold and
  leasehold parcels and apartments
• Parties can make transaction deeds themselves -
  no notaries
• However, most transfer deeds prepared by real
  estate agents, also handling the payment, and
• all mortgagee deeds prepared by the banks
• Rights are established between the parties at
  signing of contract, registration is volunteer
  but is always done
• 150.000 property sales /year
• 450.000 mortgage deeds/year - all housing
  financed by loans
• Deeds registration fees to the Registry about 300
  USD - big surplus to the treasury
• Stamp tax on properties 2,5 of the sales value
• Registration time 1-2 days
• State guarantees the correctness of the Land
  Register
• Reducing from 87 Land Registry offices at the
  courts to one single registration office at SK

• The cadastre contains data about parcels,
  buildings, apartments and addresses.
• Maps not complete - not accurate outside cities
• Boundaries are marked in the field
• The state does not guarantee the correctness of
  the cadastre
• Norway has special courts - the Land
  Consolidation Courts, that handle most disputes
  over land rights in an efficient and
  cost-effective way. The judge is a specially
  educated land surveyor
• Land Registry and Cadastre are computerised since
  1980 - digital maps under establishment
• Data from the Land Registry and Cadastre combined
  in a one-stop service to users operated by a
  separate state owned company - 30.000 terminal
  users
• Register of companies, accounts etc at
  Brønnøysund providing on-line registration
• Land Register and cadastre check automatically
  names and addresses with register of people and
  register of companies
