CTEPAs Role
  • CTEPA is an association of facility based
    Canadian common carriers united in commitment to,
    and a vision for, telecommunications emergency
    preparedness related to a regional, national or
    international disaster.
  • Canadian carriers are deemed as those
    telecommunications service providers operating a
    facility based network within Canada.

Responsibility
  • The primary goal of the association is to
    facilitate the participating members equal
    access and opportunity to share and exchange
    information on common regional, national and
    international emergency preparedness issues and
    to maintain a close working relationship with the
    Federal government via Industry Canada
    Emergency Telecommunications.

Government Interface
  • Industry Canada (IC), Emergency
    Telecommunications is an associate member of
    CTEPA. In 1995 the Emergency Preparedness Act
    mandated Industry Canada to develop and maintain
    civil emergency plans for telecommunications.
  • EMO- Some companies have a Corporate Emergency
    Officer representative liaison with the
    Provincial EMO. They meet on a regular basis on
    matters of emergency preparedness and for
    information sharing on best practices on dealing
    with local emergencies or disasters.
  • Public Safety and Emergency Preparedness Canada
    (PSEPC) -The Government of Canada plays a
    fundamental role in securing the public health
    and safety of Canadians, while ensuring that all
    Canadians continue to enjoy the benefits of an
    open society.

Critical Infrastructure
  • Canadas Critical Infrastructure is defined as
    those resources, services, processes, information
    technology facilities, networks, and assets,
    which if disrupted or destroyed, would have a
    serious impact on the health, safety, security
    and economic well being of Canadians or the
    effective functioning of governments in Canada.
  • Participation in various CI sector working groups
    (power, water, finance etc).

Mutual Aid Agreements
  • The Mutual Aid Agreement is the voluntary
    agreement between CTEPA members that documents
    the procedures to be followed in the event of an
    emergency situation where one of the companies
    having signed this agreement may request
    resources from the other(s) to assist in their
    recovery process.
  • The Mutual Emergency Aid Agreement document forms
    the framework that will govern the procedures
    between the parties requesting and providing
    mutual aid in order to facilitate such emergency
    provision of supplies, equipment, motor vehicles,
    network capacity and personnel between companies.

Emergency Communications Coordination (ECC) Bridge
  • The purpose of the CTEPA ECC and related
    procedures is to
  • Facilitate a centralized communications
    coordination function among the CTEPA members and
    Industry Canada during emergency situations.
  • Facilitate access to mutual aid among the CTEPA
    members during an emergency.

PAD
  • PAD is a web based, non-tariff, national
    emergency Telecommunications program that is
    promoted and administered by Industry Canada.
    Industry Canada determines the guidelines and
    manages this program. This was formally known as
    Line Load Control (LLC). LLC is a switch feature
    when activated denies all non-essential users
    access to dial tone. LLC would normally not be
    implemented. NOTE LLC applies to DMS technology
    only.

Programs
  • Telecom Companies maintain Business
    Continuity/Emergency Management Departments that
    provide coordinated directions to achieve
    emergency preparedness, response and recovery.
