Approach to Change
Transform Personnel Support Consolidate
personnel support across the CF under a single
organization. Establish a clearly defined Chain
of Command, and align effort by major lines of
operation/output. Build in capacity to
coordinate across the organization. Transform
the NPP Contribution Update NPP Governance,
streamlining the committee structure. Improve
coordination with the Force Generators.
Implement a new model for NPP financial/administra
tive arrangements. Complete and sustain the
recapitalization of personnel support
infrastructure.

PHASE I. Transform Personnel Support
  • Create DG Personnel and Family Support Services
    Cease CFPSA as an administrative construct but
    maintain separate employer status wrt NPF
    employees
  • Focus personnel support program output on Fitness
    and Health Promotion (delivery), Family Services
    and Deployed Support, while maintaining/enhancing
    Sport, Community Recreation and Messes, Insurance
    and Financial Services (SISIP), and Retail
    Services (CANEX) and
  • Integrate Quality Of Life and Casualty Support
    into DGPFSS Enhance Casualty Support and create
    Director Casualty Support Management.

PHASE II. Transform the NPP Contribution
  • Update NPP Governance. Designate DGPFSS as NPP
    Board Chair, with senior membership at BGen
    level. Streamline the Committee structure. Move
    NP Audit under CRS.
  • Review and, where needed, restructure national
    NPP financial and administrative arrangements
    develop a New Deal to provide more equitable
    access to personnel support programs and services
    across the CF and
  • Develop a recapitalization program for national
    personnel support infrastructure, to include an
    investment mechanism to sustain the new baseline.
