Issues to be addressed
  • Competing Protocols Two protocols for the same
    purpose by two different bodies create
    confusion e.g. BICC/SIP-T are the protocols for
    communication between two soft switches. BICC has
    been developed by ITU-T and SIP-T by IETF. It
    would be better if a single protocol is developed
    and improved upon in order to make it futuristic.
  • 2.Quality of Service, reliability and security
    for communications between subscribers from
    different access networks.

  • 3.Evolution of access network into multiservice
    environment (Interoperability of services) Even
    though one might argue that the protocols and
    networks are deployed based on the services
    planned by the operator, inter-operability of
    equipment and services in a multi-operator
    scenario is a critical issue. Use of different
    protocols in different networks will further
    intensify the problem

  • 5. Test facilities Comprehensive test schedule
    and test facilities are required to test
    inter-working of protocols.

    investments have been made by incumbent operators
    in circuit-switched networks. For operators
    planning to migrate to NGN architecture,
    operating costs play a vital role while the
    changes are being carried out. The main question
    is whether a multi-service networks leads to
    lower cost of operation compared to the existing
    ones. Such studies are to be carried out so that
    the operators may take decision for the
    migration.
  • 7. Planning guidelines are to be formulated How
    many media gateways can be controlled by One
    soft switch? How many soft switches will be
    sufficient for migration from circuit switched
    PSTN to packet-based network in a large network?

Recommendations
  • In view of the above, various standardising
    bodies should make coordinated efforts for
    preparing comprehensive standards and guidelines
    for smooth migration into packet-based
    multi-service networks ensuring interoperability
    of equipment, and quality of service.
