11History of HEICS
- In 1987, HCNCC adapted ICS to hospitals in
Earthquake Preparedness Guidelines for Hospitals - Orange County EMS in 1991 developed first edition
of HEICS - 1992 Orange County EMS began work on the second
edition - This third edition of HEICS is produced by the
County of San Mateo EMS Agency in 1997
