LAWS/ POLICY TOOLS TO ATTRACT FDI
- Omnibus Investments Code of 1987 (E.O. 266)
- Provides incentives to registered enterprises in
preferred areas of investment as identified in
the Investment Priorities Plan (IPP). - Foreign Investment Act of 1991 (FIA)
- Liberalized the foreign investment system in the
Philippines - Most industry sectors were opened to 100 foreign
equity ownership except those in which foreign
equity ownership is limited under other laws and
those on short transitory negative list. - Stipulates processes and conditions under which
foreign nationals may do business in the
Philippines.

LAWS/ POLICY TOOLS TO ATTRACT FDI
- Special Economic Zone Act of 1995 as amended by
R.A. 8748 (Setting up the Philippine Economic
Zone Authority) - This Act oversees and develops economic zones.
- Most of the zones were privately owned.
- It also gave incentives to investors with
projects to own and develop an economic zone,
which are of several types industrial estate,
export processing zones, free trade zones,
tourist and recreational centers, and IT parks. - Retail Trade Liberalization Act of 2000 (R.A.
8762) - Encourages efficient and competitive retail trade
among Filipino foreign investors.

- Power Reform Act of 2001 (R.A. 9136)
- This Act paves the way for restructuring the
countrys power industry, privatization of
National Power Corporation and opening the sector
fro competition. - Built-Operate-Transfer (BOT) Law (R.A. 7718)
- The law that enables the private sector to
participate in the financing, construction,
operation and maintenance of infrastructure
projects. - E-Commerce Act of 2000
- The law provides the legal and regulatory
framework governing commercial and non-commercial
transactions through the Internet. - Investment Priority Act (IPP)
- This consist of identified and preferred areas of
investment, which are given incentives.
