• Address outstanding CMOPS log items
• Resolve problems identified in recommendations
• Eliminate ambiguity related to Contingency
  Reserve
• Ensure adequate Contingency Reserve is maintained
  and effective
• Address the declining frequency response in WECC
• Address the non-uniformity of system response to
  frequency disturbances
• Address wide range in application of spinning
  reserve in setting safe OTC limits
• Know the amount of reserve at all times
• Clearly identify the responsible party
• Simplify if possible
