• All filings for the production of the special
  sections of the weekly circular for space
  radiocommunication services concerning
• advance publication and their associated requests
  for coordination or agreement and
• requests for modification of the space plans

Council Decision 482 modified (C2004)

• Established a schedule of processing charge that
  relates to the complexity and size of a filing
• Complexity is modeled with 9 categories
• Size is modeled by units
• Flat fee variable fee
• 6 months to make payment
• Methodology to calculate the charges
• One free entitlement a year for each member state
• Modified in Council 2001, 2002 and 2004

Definition of Units

• API (Cat 1)
• Number of frequency bands summed up for all
  frequency assignment groups
• Coordination Requests (Cat 2-6)
• Product of the number of frequency assignments,
  number of classes of station and the number of
  emissions, summed up for all frequency assignment
  groups
• AP30/30A (Cat 7.1,7.2, 8.1, 8.2)
• Product of the number of associated earth
  stations (specific or typical, recorded in the
  database) and number of emissions, summed up for
  all channels, type of polarizations and beams
• AP30B (Cat 9)
• Product of the number of bands and number of
  beams

Component of Fees

• Flat fee
• Invoice for the flat fee is normally issued upon
  receipt of the filing
• When a filing is deemed receivable, the invoice
  for the flat fee will be issued.
• If a filing involve mixed categories, the flat
  fee will be the highest flat fee of all the
  categories involved in the filing

Additional Fee

• At the time of publication of a filing, if the
  number of units in a filing exceeds the number of
  units covered by the flat fee, an invoice for the
  additional fee will be issued.
• It will be computed according to the number of
  units in the filing that exceeds the number of
  units covered by the flat fee
• For a filing that involves more than 1 category
  of charge, the additional fee, is computed as
  follows
• The difference between
• the charge for all units priced as additional
  units in their respective categories
• The charge for the number of units covered by the
  flat fee, priced as additional units in the
  category associated to this flat fee,
• if this difference is greater than zero.

Annual Free Entitlement

• Each Member state shall be entitled to the
  publication of special sections for one satellite
  network each year without charge
• Nomination of free entitlement
• To be made by the end of the period for payment
  of the invoice
• To be made by the member state in its role as the
  notifying administration
• Cannot be applied to a filing previously
  cancelled for non-payment
• Thus if Administration is unsure whether a filing
  will be nominated for free entitlement, they
  should first submit the payment before the due
  date
• When this filing is finally chosen as the annual
  free entitlement, the payment will be refunded to
  the Administration

Modifications to a Filing

• Modifications (MODs) to a filing will be charged
  in the same way as a new filing (i.e. flat fee
  additional charges) except for the following
  cases
• MODs which do not result in further technical or
  regulatory examination -gt No charge
• CR/C MODS received before 31/12/04 where the API
  is received before 7/11/99
• -gt subject to additional charges only if
  cumulative sum of modified units exceed 3 times
  the units covered by the flat fee.
• Modification to an Advanced Publication
• No flat fee, only additional charges for the
  units published in the MOD

Cancellation of a filing by the Administration

• If the request for cancellation of the filing is
  received up to 7 days from the date of receipt of
  the filing, the filing will not be chargeable.
• If the request for cancellation is received more
  than 7 days after the date of receipt of the
  filing, but before the publication of the filing,
  then there will be no additional charge for the
  filing, but the flat fee will still be payable.
• If the request for cancellation is received after
  the publication of the filing, then all fees are
  payable.

Cancellation of a filing by the Bureau

• WRC-2003
• No.9.2B.1, 9.38.1 etc.
• If payment not received, the Bureau shall cancel
  the publication
• Bureau shall send a reminder 60 days before the
  due date for payment
• PP-02 Res 88
• Date of Entry into force 1 August 2003
• C2004 Decision 522
• No interest will be charged on overdue payment
  for satellite network filings

• Computes the category, units, and fees applicable
  to that filing
• Note that in some instances, the number of units
  may change after detailed regulatory and
  technical examination has been carried out by the
  BR

Spacepub

• Contains a facility to print out special section
  which includes a cost recovery summary
• Shows for each group, the number of frequency
  assignments, number of class of stations, number
  of emissions, and thus the number of units for
  the group
• Also shows the total number of units for the
  filing
• Presently only available for coordination
  requests (categories 2-6)
